Butte finds it to be in the interest of the county to amend
~he personnel rules.
NOW, THEREFORE, BE IT RESOLVED, the Board of Supervisors
of the County af Butte hereby amends section 10.1 af the
personnel rules of the County, of But~e to read as follows:
10.1 SAFETY PROGRAM.
d. RESPONSIBILITIES.
1. The Safety Officer sha11:
a. Establish and maintain an accident
~ report and record system.
b. Screen injury reports and damage
reports to ascertain problems
which can be corrected and contact
department officials to assis~
~ with impl~mentation of corr~ctions.
c. Maintain reports o~ injuries,
programs, and costs.
d. Assist department management in
so~ving safety problems.
e. Yeet with employee representatives
on matters concerning the Safety
Program.
f. Develop t~aining programs, inspection
programs, and informational campaigns
as needed.
g. Represent the county at intergovern-
men~al safety conferences and workshops.
h. Ac~ as liaison between ~he county and
the State Compensation Insurance ~und.
i. 5erve as Chairman of the Coun~y
Safety Commit~ee.
j. Keep the Board informed of budgetar~
needs to carry out the Saf~~y Program.

NOW, BE IT FUTHER RESOLVED, The Board of Supervisors
of the County of Butte amends section 12.14 of the pe~sonnel
rules of the County of Butte to read as follows:
12.1~{ OVERTyME.
a. Policy.
It is the poZicy ofi the Board that overtime
work is discouraged; ~hat each appointing
authority is to arrange the work of the
department so that employees shall work
not more than the stanflard departmental
iaork week; that overtime work be held
to a minimum consistent with 'the e~'£icient
performance o~' necessary func'tions; and
that overtime work be used only for
emergencies or when temporarily using
regular employees on an overtime basis
can be shown to be more economa.ca~. than
by using extra help. It i.s recognized
tha~ occasional overtime work may be
necessary, and't.hat'in such instances
provisions shall be made to authorize, keep
records, and compensate employees for
such necessary overtime: work.
b. Work Peraod.
The normal bi-weekly work period shall
commence 12:01 a.m. every other Satur~ay.
Each regular full-time employee shall
work (75) seventy-#'zve hours per bi-weekly
period unless the Board pursuant ~o tihese
rules es'tablishes I.onger work hours for
a particular class of employee. In
such case, the ba.-weekly work period
sha11 not exceed (80) ea.ghty hours.
c. Au~horization for Overtime Work.
Overtime work shall be performed only upon
authorization o~' the appninting authority
or subordinate empowered to authorize the
same.
d. Overtime pefined.
Overtime is authorized work in excess of
the no~mal bi--weekly work period of at
least two-tenths of an hour (12 minutes).
e. Records of Overtime Work and Justi.fication.
Each appoznting authority shall keep an
accurate reco~d of all authorized worktime
includa.ng the actual overtime hours worked
by the indivzdual employee toge~her with
justifzcation f'or its authorization in
each case and the manner and time in
which the employee was compensated for
overtime work. ~

Overtime Compensation.
Except as otherwise provided in these
ru~es, employees shall be paid at one
and one-half times the app~icab~e straight
hourly rate or granted the equivalent
hours of compensatory time off. Compensatory
time off shall be scheduled at a time
mutually agreed upon by the employee and
the appointing authority within (90)
nine~y days following the overtime worked.
If the appointing authority cannot
schedule the time off within (90) ninety
days following the overtime worked, the
employee shall be paid the equivalent
compensation.
h.
~ringe Benefits not Affected by Overtime.
Overtime work shall not be a basis for
increasing vacation or sick leave benefits,
nor shall it be a basis of advancin~
comple~ian of required periods for
probationary or salary step advance.
i. Overtime for Call-Back.
An employee who is required to return to
work on an overtime basis shall receive a
minimum credit for two hours work.
Exempt Employees.
~he overtime provisions specified in this
section shall not apply to management
employees or ~hose employees designated
as overtime exempt by the Board.
An appointing authority may reschedule
an exempt employee's hours to adjust for
periodical work demands.

NOW, ~E ~T FURTHER RESOLVED, the Board of Supervisors
of the County of Butte amends sectian ~3.10 of the personnel
rules of the County of Butte to read as follows:
13•10 TRAVEL AND EXPENSES.
d. Expenses outside county.
Officers and employees traveling outside
the county on county business shall be
allowed actual and necessary expenses such
as baggage, parking, telephone ca~ls
made to transact county business and
convention fees. Where an officer or
employee whose destination is ove~
(400) four hundred miles wants to travel
in a private care for personal convenience,
the Administrative Officer may provide
~hat reimbursement be based on equivalent
air coach fare. Receipts for lodging
and any other expenses where a~eceipt
is available shall be attached to the
claim for travel reimbursement.
Reimbursement of transportation expense
shall include federal tax.
I~ shall be the policy of the Board to
restrict the attendance o~ meetings to (1) one
person from a department; however, in the
event an appointing authority desires
to deviate from this po~icy and send more
than (1) one person frora the department,
such request sha~Z be accompanied by a
letter of justification to ~he County
