HomeMy WebLinkAbout77-164~ , _ ___ AMENDED RESOLUTION ~STABLISHING C~TA YOUTH COUNCZL WHEREAS,'the Butte County Board of Supervisors is Che Prime Sponsor for programs funded under the Comprefiens~ve Employment and Training Act o£ 1973, and; WHEREAS,'the Board of Supervisors finds it to be in the interest of the people'of the county to sponsor such programs whic~Z provide work experience and employment services for eligible youth xes~.da.ng within khe county, and; WHEREAS,',the provisions of T~.tle ~II of the Compxehensive Employment and Training Act specifically require the cxeation o£ a Youth Council far the planning and review of the Youth Pxogxam, and; WHEitEAS,'ButCe County has esCablished a Youth Councii by Aesolution 77'-73, and; WHEREAS,'Butte County f~.nds it in the interest of ehe people of the County'to ammend Resolution 77-73 expanding the Youth Council. NOW, THEREFORE BE IT RESOLVE-, that the Board of Supervisors hereby establishes Che Butte County CETA Youth Counc3.1 as follows: PURPOSE.', The purpose of Che CETA YouCh Council will be to submit to the',Butte CounCy EmploymenC and Training Advisorp Council recommendations regarding the planning and review of the Youth Program funded under Title III for the Comprehensive EmploymenC and Train3ng Act of 1973. ', ORGANIZATIONS. The CETA Youth Council sha~.l consist af 14 voting members. The Council shall be appointed by and serve at the pleasure of the Butte County Board of Supervisors. The Council shall represent a cross section of the local community includiag at least one member from the following sectors: agriculture, business, local govexnment, the local office o£ the Employment Develop~ent Department and a local veteran organization. Representation for these sectors shall be through the same representatives as appointed to the County Employment and Train~ng Advisory Counci~, Zn addition, the Youth Council shall incZude aC least one representat3ve from post secondary education, vocational education, a non-governmental youth- oriented organization, and an eligible youth representative. The Chairman of the County Employment and Training Adv3sory Council shall serve as the Chairman of the Youth Counc~l. Council members shall serve w~thout compensation, however, members may be'reimbursed for travel ox other expenses consistent with County pol~cq and as authorized by budget appropriations approved by the Board of Supervisors. MEETINGSI The CETA YouCh Council shall meet at least annually at a time and place selected by said council. Specia~ meetings may be called pursuant to the applicable government code sections. The council may adopt rules of procedure for the conduct of its business. A majority of inembers sha11 constitute a quorum, prov3ded however, that any action taken by the councii must be done by a majority vote of aII members of the council. STAFF. The Butte CounCy Director of Personnel shall serve as a Secretary to'the CETA Youth Council and sha1Z provide, administer, and supervise pro€essional, technical, and clerica~ sta££ services subject to the'limitation o£ the budget appropriat~ons approved by the Board of Supervisors. 2. , ~ ' PASSED AND ADOPTED by tihe Board of Supervisors.,this 18th day of Octoher, 1977, by the following vote: AYES: Supervisors Lemke, Madigan, Moseley and Chairman Richter NOES: None ABSENT: , Supervisor Winston NOT VOTING: None ' /~~P~~~.-~ ' 'BERNARD D.
