' ADVISORY COUNCIL
WHEREAS, the Board:.o€ Supervisors had established the Manpower
Planning Counc~.l in Resolution 74-58, Resolution 74-66 and Resolution 75-91
and now wi.shes to modify the provisions of Resolution 74-91, and
WHEREAS,'the Butte County Board of Supervisors is a prime sponsor
for the adm3.ni.stxation o~ pxograms under the Comprehensive Employment and
Training Act of 1973,'and
WHEREAS,'the Board of Supervisors finds it to be in the interest
of the peop3.e of the County to continue to sponsor a comprehensive employmenti
and training program to upgrade skills and employability of ellgible parCic3pants
and to provide training and public service employment opportunities to the
unemployed, and
WHEREAS,'the grovisions of the Comprehensive Employment and
Tra3ning Act provide for the establishment of a local Manpower Planning Council
to be advisory to the'Board of Supervisors.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors
hereby establishes the Butte County Employment and Training Advisory Council
(CETAC) as follows:
A. PURP05E. The purpose of the Butte County Employment and
Train,ing Advi.sory Coune~.l. (CETAC) wi~.l be to submit ko the Butte County Soaxd
o£ Supervisors recomsnendations regarding the basic goals, program plans, pol3cies
and grocedures for implementation, operation, and evxluation o~ a Comprehensive
County Manpower Employment and Txain3.ng PJ.an as provided under the federa~.
Comprehens3ve Empl.oyment and Tra~.ning Act of 1973 and Tit].e 29 of the Federal
ltules and Regulations as prescribed by the Secretary of T,abor as amended.
Any decis~.ons with respect to such recommendations shall be made by the Board
of Supervisors as the',Prime Sponsor of the pragrams.

B. ORGANIZATION. The Butte County Employment and Training
Advisory Council (CETAC) sha11 consist of ten (10) voting members. The Council
shall be apgointed by and serve at tfie pleasure of the Butte County Board of
Snpervisors. The Council shall represent a cross-section of local community
interests with at least one membex £rom each of the following sectors: Agri-
culture, Business, C~ient Community, Community Based Organization, Labor, the
local office of the State Employment Services and a local veterans organization.
In addition, the Counc~l sha11 have elected official representation in the
areas of ~ducation, City Government and County Government. A Board of Supervisor
member representing County Government shall serve as the chairman of Che
Council.
Council members shall serve without compensation, however, members
may be reimbursed ~or travel and other expenses consistent with Couneq policy
and as authozized by the b~dget appropriation approved by the Board of Supervisors.
C. MEExzNGS. The County Employment and Training Advisory
Council (CETAC) shall meet at least quarter~y each year at a time and place
selected by said Council. Spec~al meet3ngs may be called pursuant to the
applicable Government Code Sect3ons. The Council may establish certain sub-
committees as it deems appropriate. The Council may adopt rules of procedures
for the conduct of its bus~ness. A majority of inembers shall constitute a
quorum, provided however, that any action taken by the Council must be done
by a ma.~ority vote of a11 members of the Council.
B. STAFF. The Butte Countv Director of Persoanel shall serve
as Secretary to the County Employment and Training Advisory Council and shall
provide, administer and superv3se the professional, technical and clerical
staff services, subject to the limitation of the budget appropriation approved
by the Board of Super~isors.
