No department head shall appoint mare employees to a class of position than is provided for except that (1) a new employee may be appointed to a position not more than ten (10) working days before the. employee he is replacing is separated; and (2) that the positions of Clerk II, Steno-Clerk II, and Account Clerk II, may be filled with the lower classification in each series. Extra help employed by departments a~.a institutions of the couzzty shall be limited to the budgetary provisions therefore and such extra help shall also be paid semi-monthly in the same manner as the officers, deputies, clerks and employees referred to above. SECTION N0. 43 All other ordinances inconsistent with the provisions of this ordinance are hereby repealed as of the effective date hereof, provided specifically that provisions in all previous ordinances relating to health izzsurance for elective and appointive officers and employees of the County of Butte, shall remain in full force and effect. SECTION N0. 44 EFFECTIVE DATE AND PUBLICATIOly: This ordinance shall take effect thirty (30) days after the date of its adoption and shall be operative on and after September 1, 1963, and before the expiration of fifteen (15) days after its passage shall be published once with the names of the members voting for and against the same in the Oroville Mercury-Register, a newspaper published in said County of Butte.
