HomeMy WebLinkAbout78-018WNEREAS, the Board of Supervisors a~ the County of Butte has established a Water Advisory Committee of knowledgeab~e c~tizens in this county to advise and counsel the Board on matters of water usage; and WHEREAS, this Commfttee has reviewed the provisions of Senate Bill 346; and WHEREAS, the Butte County Water Advisory Co-runittee has made the follawing findings: ~. Senate Bi11 346 is not a proper approach to the question of development of further water sapplies for ~he State of California and protection of the environment in that it does each of the following: {a) It attempts to tie the Bureau of Reclamation to concepts of utilizing fresh water to provide a hydraulic barrier as a condition of further water development within the State of California and provides that if the Burea~ of Reclamation does not agree to such conditions, that no further water development of the projects contemplated within 346 will be allowed and permitted. {b) It effectively guarantees that if the Bureau of Reclamation does not agree to such water quality concepts, which concepts have not been congressionalZy adopted, that no further water development will occur within the next five (5) years. (c) There is no reason to t~e the development of further water supplies in the State of California to the Per3pheral Canal as occurs in S.B. 346. The Periphera1 Canal is one of the ways in which further water supplies may be made avaiZable to portions of the State of California, but there are other ways, part~cuZarly the development of existing sites including the logical, care~ully considered and conceived development of North Coast water supplies. (d) That the State Water Plan, which was approyed by yqters o~ the State and req~ires that parties who contracted for water under the Project guarantee to pay the costs of the Project, be now required to dedicate water at their cost to meet ~eita water quality. 2. SB 346 should be defeated and in its place ind~vidua~ bi11s ~or individual projects providing for upstream storage and water avai1abi1ity be passed. 3. Nothing should be included in those fndividual bi1ls attempting to bind or coerce the Federal ~overnment into meeting transitory po]itical objectives af the State of Ca~iforn~a in terms of water qua]ity and that any such water qua1~ty standards should be determined by voiuntary agreement between the Federal Government and State of Cali~ornid. 4. That prior to consideration of legis1ation requiring projects of this magn~tude that an Environmenta] assessment be prepared. NOW, THEREFORE, B~ IT RESOLVED that the Board of Supervisors of the County of Butte do affirm those findings and petition ~ts representatives in the State Legislature to vote against SB 346 in its prese~t form, or in any modified for~ so long as it contains any of the objectives or effects specified above and only when such tii71 or a suceessor bi11 without such effects or implications is presented should they vote in favor of such legislation.
