AGENCY TO PREPARE AN IMPLEMENTATION PLAN REQUIRED
UNDER THE CLEAN AIR ACT L'D77":EIMENDMENTS PL~-95-95,
AUGtTS~ 7. 1977.
WHEREAS, the Clean Air Act Amendments of 1977, ~'5~-95-95,
August 7, 1977 (hereinafter referred to as the "I977.Amendments").
require each state to clesigna~e, within 120 days the adoption of
the 1977 Amendments, those air qualitiy con~rol regions or portion
~hereo~ within its jurisdiction nrhich do not meet national ambz.ent
air standards; and
WHEREAS, the State Air Resources Board has designated the
County of B~u.tte as a region not ha~cri.ng artained national ambien.t
air standards for photochemical oxidants, carbon monoxide and par-
ticulates_
WHEREAS, rhe 1977 Amendments require th.e provision.s of an
appZicable implementation plan for a state relating to attainment
and maintenance of national ambient air standards in a non-attain-
ment area to provide, by July 1, 1979, for attainment o~ x~.ational
ambient air quality :s~andards in each such non-attainment area as
expeditiously as practicable, but in the case of national primary
ambient air standards, not later than December 31, 1982; and
WHEREAS, the 1977 Amendments also reqv.ire the implementa-
tion plan for each area of a state in which national primary air
quality standards for carbon monoxide and photochemica7. oxidants
will not be attained by July l, 1979, to be prepared by an organi~
zation of elected officials of local governments designated by
agreement of the 1oca1 governments in tne affected area.
WHEREAS, the Bu~re County Association of Governments is an
organization composed of elected officials of local governments in

the County of Butte and, at its meeting on January 18, 1978,
agreed to act as a lead agency to prepare the implemen~a~ion
plan for the County of Butte required by the 1977 Amendments
as aforesaid.
WHEREAS, the Board of Supervisors of the County of Butte
concurs that the Butte County Association of Governments should
be designated as the lead agency to prepare the implementarion
plan for the County of Butte required under the 1977 Amendments
as aforesaid and desires to express i~s agreement to said desig-
nation.
NOW, THEREFORE, BE IT RESOLVED that the Board of Super~crisors
o~ th.e County of Butte agrees to the designation of ~he Bur~e
Couxzty Association o~ Governments as the lead agency to prepare
the i.mplementation plan required by the Z977 Amendments.
