HomeMy WebLinkAbout78-050~ 1 RESOLUTION CALLING A SPECIAL ELECTION FOR T`HE PURPOSE OF SOBM~TTING TO THE ~UALIFIED ELECTORS OF THE GHAPMAI~TTOWN AREA::OF T~IE COUNTY 0~' BUTTE A PROPOSITION REGARD~NG THE CONSTRUCTION, DEVELOPMENT AI~Tll ACQUISITION OF LOW INCOME IIOUSING AND ORDERING TH~ CONSOLIDATION OF SUCH SPECIAL ELECTIOIV WTTH THE STA'T~ OF CALIFORNIA PRIMARY ELECTIQN TO ~E HELD ON JUNE 6, 1978 WI3EREAS, ~he County of Butte is currently administering the block granr program under the Federal Housing and Community DeYrelopmenC Act of 1977 in the unincorporated Chapmantown area o~ the County of Butte; and WHEREAS, there is a need to supplement said block grant program with l~ow income housing; and WH~REAS, the Housz.ng Authority of the County of Bu~te has expressed a desire to acquire ox develop~ low-cost housing in the unirccorporated Chapman.town area o~' the County of Butte to be financed in whole or part under the United States Housing Act of 1947; and WH~REAS, under Article XXXIV of th.e Calzfoxna.a Constitut~:on, n.o ~ow renr housing project may be devel~oped, constructed or acquired by any state public body until a inajoxity of the qualified electors of tkie city, towx~ or county iz~. which such housa.ng project is proposed shall approve such project by voting in favor th.ereof at an electzon to be held for that purpose; and WI~~REAS, this Board has found that the unincorporated Chapmantown area of the County of Butte, as more particularly described i.n ~xhi.bit "A" attach.ed to this Resolutian and by this re~erence made a part hereof, is a town within ~he meaning of Article XXXIV o£ the Cali.~oznia Constitution; a~d WHEI~AS, it is the desire of this Board to call a specxal election so that the qualified electors in the unxn~orporated Chapmantown area o~ tHe County of Butte rnay consider auChorizing the Butte County Housing Authori~y to develop, construct and acquire a low rent housing project within said area,comprising not more than x50 dwellings for persons of 1ow income to be financed in whole or in part by ~he Federal Government or a s~ate public body; and WHEREAS, it is the desire o~ this Board to ordex ~he consolidation of the aforesaid election with the State of Galifornia primary election to be held on Tuesday, June 6, I978. NOW, THEREFORE, BE IT RESOLVED by the Soard of Supervisors o~ the County of Butte, State o~ California, as follows: 1. A special election is hereby called, and the same sha11 be held within the unincorporated Chapmantown area of the County ot Bu~~e, as described in Exhibi~ "A" attached hexeto and made a part hereof, on Tuesday, June 6, 1978, at wh~ch said7election sha1Z be submitted to ~he qualified electors Vai~hin said area of the County of Butte, the following ~easure,. to wit: Yes No $hall ~he Housing Authority of the County of Butte develop, construct and acquire in the unincorporated Chapmantown area of the County of Butte a low rent housing project comprising not more than 150 dwelling units for persons of ~ow income to be financed in whole or in part by the federal govern- ment or a state public body? 2. That said special election be, and it is hereby ordered consolidated with the state-wide primary elect~on to be held on ' Tuesday, 3une 6, 1978. 3. The County Clerk is ordered and directed ~o cause the exact form and wor:ding of the measure set foreh in Section 1 of this resolution to appear on each ballot and sample ballot to be used at said election ~n ~he territory affected by said consolidation. 2. _ ..,. __ _.,_., _ . ...' . ~ . 4.
