HomeMy WebLinkAbout78-051RESOLUTION CALLING A SPECIAL ELECTiON FOR THE P~RPOSE OF SuBMITTING TO TH~ QUALIFIED EL~CTORS OF THE SOUTH OROVILLE AREA OF THE COUN~Y OF BUTTE A PROPOSITION REGARDI~G THE CONSTRUCTION, DEVELOP- MENT:.:AND AGQUISITION OF LOW INCOME HOUSING AND ORDERII~G THE CONSOLIDATION OF SUCH SPECIAL ELECTIO~ WITH THE S'TATE OF CALIFORNIA PRIMARY ELECTIO~T TO BE HELD OV JUNE 6. 1978. WHEREAS, tlze County of ~utte z.s cuxren.tl.y administering the block grant program under the Federal Housing and Community Development Act of 1977 in th~ unincorporated South Oroville area of the County of Sutte; and WHEREAS, there zs a need to suppl.ement said block granr prograin with Iow income housing; and WHEP.EAS, the Housing l~uthority of the County of ~utte has exprassed a desire to acquire or develop 1ow-cost housing in the unincorporated South Oroville area of the County of Butte to be financed in whole or part under the United S~ates Housing Act of 1947; and WHEREAS, under ArticZe XXX~V' of the Caiifornia Cori-s~iC~.~- tion, no low rent housing project may be developed, constructed or acquized by any state public body until a majority of Che qualified el.ectors o.f the city, town or coun~q in which such housing project is proposed shall approve such projecti by vo~ing in favor thereof at an elec~ion Co be held for rhar purpose; and WHEREAS, this Board has found that the unincorporated South Oroville area of the County of Butte, as more particu~arly described in E~hibit A attached to this Resolution and by this reference made a part hereof, is a town within the meaning of Azticle XXXIV of fhe California Constitution; and WIiEREAS, it is the desire of this Board to call a special election so that the qualified electoxs in the unincorporated ~ South Orov~lle area o~ the Gounty of Butte may consider authorizing the Bu~te County Housing Authority to develop, construct and acquire a 1ow ren~ houszng pro~ect in said area comprising not more than 150 dwel~ings £or persons ot low income to be financed i.n whoZe or in part by the Federal Government or a state publ~c body; and WHEREAS, it is the desire of this Board to order the consolidation of the aforesaid election with the State of California primary elect~on to be held on Tuesday, June 6, 1978. NOW THEREFORE, be it resolved by the Board o~ Supervisors of the County of ~utte, State o£ Californza, as follows: l. A speciai election is hereby called, and the same shall be held w~thin the unincorporated South O~ov~lle area of the Coun~p of ~utte, as : described in ~xhibzt A attached hereto and made a part hereof, on Tuesday, June 5, 1975, at which said election sha11 be submitted to the qualified electors in sa~d area of the County of Butte, the following measure, to wiC: Yes No Shall the Housing Authority of the County o£ E ~ Butte develop, construct and acquire in the ~ tznincorporated South Oroville area of the Coun~y ~ of Butte, a low rent housing project comprising not more than 150 dwell~ng units for pe~sons of low income to be financed in whole or in part by ~ the federal government or a state public body? 2. That sa~d special election be, and it is hereby ordered consalidated with the statewide primary election to be held on Tuesday, June 6, 1978. 3. The Count~ C~exk is ordered and directed to cause the exact form and wording o£ the measure set forth in Section 1 of -2- this resolution to appear on each ballo~ and samp~e ballot to be used at said election in the territory affected by said consolidation. 4. The Count~ Clerk is further ordered to canvass or caused to be canvassed the returns of said election wirh respect to ~hose votes cast on the measure set forth in Sectzon ~ of this Resolution in the territory affected by said consol~dation and ~o cer~ify such canvass of votes for and against said measure to this Board.
