HomeMy WebLinkAbout78-060AND TRAINING ADV2SORY COUNCIL WHEREAS, the Butte County Board of Superv~sors had established the County Employment and Training Advisory Council ~n Resolution 7~-5$, Resolution 7~-66, Resolution 75-91 and Resolutzon 77-165 and now wishes to modify the provisions of Reso~ution 77-165, and WHEREAS, the Buttie County Board of Supervisors is a pr~me sponsor for the adminis~ration of pro~rams under the Comprehensive ~mp~oyment and Training Act, and WHEREAS, the Board of Supervisors finds it to be in ~he interest of. the people of the County to cont~nue to sponsor a comprehensive employment and training program to upgrade skills and employability of eligible participants and to provide training and public service emp~oyment opportunitiies to the unemployed, and WHEREAS, the provisions of the Comprehensive Employment and Training Act provide for the establishment of a 3ocal Manpower Planning Council to be advzsory to the Board of Supervisors. NOW, THEREFORE, B~ IT RESOLVED that the Board of Supervisors hereby establishes the Butte County ~mployment and Training Advisory Council (CE~AC) as follows: A. PURPOSE: The purpose oF the Butte County Employment and Training Advisory Council (CETAC) will be to submit to the Butte Coun~y Board of Supervisors recommendations regarding ~he basic goals, program plans, policies and procedures for implemen~a~ion, operation, and eva3uation of a Comprehensive County Manpower Employment and Training Plan as provided under the federal Comprehensive Employment and Training Ac~ of 1g73 and Tit1e 29 of the Federal Ru1es and Regulations as prescribed by the Secretary of Labor as amended. Any decisions with respect % / AMENDED R~SOLUTION ESTABLISHING THE COUNTY EMPLOYMENT to such recommendations shall be made by the Board of Supervisors as the Prime Sponsor of the programs. B.. ORGANIZATTON. The Butte County Employment and Trazning Advisory Council (CETAC) shall consist of eleven (11) voting members. The Council shall be appointe~ by and serve at the pleasure of the Butte:County Board of Supervisors. The Council shall represent a cross sect~on of local community interests with at least one member from each of the fol~owing sectors: agriculture, business, client community, community based organization, labor, the local office of the State Emplo~ment Services, the County Welfare Department, and a local veterans organization. In addition, the Council sha11 have elected official representation in the areas of education, city government and county government. A Board of Supervisor member representing the county government sha11 serve as the chairman of the Council. Council members shall serve without compensation; however, members may be reimbursed for travel and other expenses consistent with Coun~y po3icy and as authorized by the budget appro~riation approved by the Board of Supervisors. C. ME~TINGS. The County Employment and Training Advisory Council (CETAC) shall mee~ at least quarterly each year at a tiime and place selected by said Council. Special meetzngs may be called pursuant to the applieable ~overnment Code Sections. The Council may establish certain subcommittees as it deems appropriate. The Council may adopt rules of procedures for the conduct of its business. A major~ty of inembers shall constitute a quorum, provided however, that any action taken by the Counci~ must be done by a majority vote of all members of the Council. D. STAFF.
