WHEREAS, as the Butte County Board of Supervisors
had established the CETA Youth Council in Resolution 77-73 and
Resolution 77-164 and now wishes to modify the provisions
of Resolution 77-1b4 and;
WHEREAS, the Butte County Board of Supervisors
is the Prime Sponsor for programs funded under the Comprehensive
Employment and '~raa.n.ing Act of 1973,and;
WHEREAS, the Board of Supervisors finds it to be
in the interest of the people of the County to sponsor such
programs which provid.e work experience and employment services
for eligible youth residing within the county and;
WHEREAS, the provisions of Ti'tle III of the Comprehensive
Employmen.t ar~d Training Act specifically require the cr~ation of
a Youth Council for the planning and review of the Youth Program. ;.
NOW, THEREFORE, SE IT RESOLVED that the Board of
Supervisors hereby establishes the Bu'tte County CETA Youth
Council as follows:
PURPOSE:: The purpose of the CETA Youth Council
will be to submit to the Butte County Employment and Training
Advisory Council recommendations regarding the planning and
review of the Youth Program funded under Tztle zII f'or the
Comprehensive Eznployment and Traa.na.n.g Aet oF 1973.
ORGANIZATION. The CETA Youth Counca.l shaJ.J. consist
of fifteen (15) voting members. The Council shall be appointed
by and serve at the pleasure of the Sutte Countiy Board of
Supervisors. The Council shaJ.1 represent a cross section
of the local community including at least one member from the
following sectors: agriculture, business, client community,
community based organizations, education, l.abor, local government,
the local office o~' the ~mployment Development Department, the

County Welfare Department, and a locaZ vet~ran organization.
Representation for these sec~ors sha11 be through the same
representatives as appointed to the County Employment and
~razning Advisory Council. In addition, the Youth Council
shall include at least one represen~a~iv~ from post secondary
education, vocational educa~ion, a non-governmental youth-
oriented organization, and an eligible you~h representative.
The Chairman of the County Employment and Training Advisory
Council sha1Z serve as the Chairman of the Youth Council.
Council members sha11 serve without compensation.
MEETINGS: The CETA Youth Council sha11 meet at
least annually at a~ime and place selected by said council.
Special meetings may be called pursuant to the applicable
Gov~rnm~n~ Code Sections. The Council may adopt rules of procedure
for the conduct of its business. A majority of inembers sha11
constitute a quorum, provided however, that any action taken
by the Council must be done by a majority vote of all members
of th~ Council.
STAFF. The Bu~te County Director of Personnel
shall serve as a Secre~ary to th~ CETA You~h Council and shall
provide, administer, and supervise professional, ~echnical,
and clerical staff services subject to th~ lim3ta~ion of the budget
appropriations approved by the Board of Supervisors.
