HomeMy WebLinkAbout78-066RESOLUTTON SUPPORTING THE I~CLUSION OF ~160,Q00 IN THE PRESID~NT'S 1978-79 BUDGET FOR RIVER BANK PROTECTION FROM CHICO LANDI~G T0 RED BLUFF ' WHEREAS, as far baek as 1948, l~andowners along the Sacramento River began efforts to have the banks of the river shored up against the damaging effects of the river's flow, great floods and such un- natural phenomena as discharges from Shasta ~am; and WNEREAS, after ~en years of diligence and lenq~hy paperwork, their work culminated in the decision by the federal government in 1958 to proceed with a carefully evaluated series of bank protection projects; and WHEREAS, since 1958 bank protection sites have been identi- fied, evaluated, economically justified, and then proteeted b,y the construction efforts of the U.S. Arm,y Corps of Engineers; and WHEREAS, all this work has been done at a eost of some 4.6 million dollars, these projects all being approved by the State of California and th~ federal government, but are now in danger of being waste: ; and WHEREAS, key individuals within our state government have undertaken to impose upon landowners, the federal government and ~he forces of nature itself the consequences of a phi~osophy that fails to recogn3ze the need for food, the need for flood protection and the need for safeguarding agriculture; and WHEREAS, these key individuals::dream of rivers wild and free, bearing white water canoeists ~o campsites of primeval solitude. They dream of park lands and public access to all watercourses of the ent7re state. The pro~erty owners, on the other hand, have to live dail,y with the reality of beer cans and watch the blue herons shot by bored fishermen wandering up and down the river. -2- NOW, THEREFORE, BE IT RESOLVED that the Bu~te County Board af Supervisors endorses the inclusion of the $160,000 budge~ item in the President's 1978-79 fiscal year budget which wil~ make possible the Chico Landing to Red Bluff Praject. BE IT FURTHER RESOLVED, that this'Board requests a greater sense of cooperation and understanding between the Californ~a State Department of Natural Resources and the Ca7ifornia Water Commission and the ~andowners of northern Ca7ifornia with ~he knowledge we a11 have the common in~erest of the best use of the land, the environment and the continued preservation of the Sacramento River.
