The ERD shall require the app].zcant to file and submi-~ da~ta and infor~ation in the form attached as App~ndix E, tnay reques~ comme'tr.~s from affected County departments or o~her government agencies and may make field inspections as necessary to make thi.s determina~2on. Tha ~IR should discuss environmen~al e~~~cts in propor~zan ta ~heir severity and probability a~ occurrence. Eff~c~s dismissad ~n an ~nitial S~udy as c~early insign~f~can~ and t~n.like~y to occur need not~be discussed ~u~th~r in ~he EIR unless ~he Lead Agency subsequently receives info~ma~ian incorisis~ent w~th ~he ~inding zn that Ini~ia~ S~udy. A copy of the Tn~tia~ S~udy sha~~ be attached to the EIR ~o provide the basis for lim~ting the zmpacts discussed. ' 6. An EIR shal~ contain~a s~atement briefly indica~in~ ~he reasons far daterm~nzng that various effects of a praject that could possibly be considered signi~ican~ were not d~scussed in de~ai~ in ~he EIR. Af~er a final de~ermxna~~on has been mada on a Negat~ve ~ecla~ation and a decision zs made on the project, the ERD sha~Z prepare a Notice o_f De~ennina~~on~zn ~he far~n attached as Appendix H and f~le zt w~~h ~he Cou~~y Clerk and ~he P~ann~ng Departmen~. If it xs determined that the project may have a s~gn~ficant effec~ on the env~ro~ment and an EIR is required, ~he app~icant will be notified in writing ~hat his application cannot b~ acted upo~ u~tiZ ~he ExR is prepared and raviewed. The ERD shall send to eaGh respon- sible agency, by certified mail, a Edotic~ of Preparatio~ in ~he form at~ached as Appendix L. M. The applican~ sha~1 submi~ i~fo~rmatio~ in the for~ of a draf~ EIR within 225 days from the da~e o~ recezp~ of notice that an E~R is required. The draf~ EzR shal~ contai~ t~e tollawing inforu~ati.on.: 1.
