LOCAL A~E~CY shal~ provide or arrange for adequa~e super- v~sion and inspection of each improvement, i~c~~ding contrac~s awarded by STAT~. With prior State approval, surveying, inspection and test- ing may be performed by a cons~it~ng engineer provided an emgloyee of LOCAL AGENCY ~s in responsi.ble charge, 7.
