proceedi.ngs and paperwork caused by the Ca7.3.fornza EnvironmentaJ. Qua7.a.ty
Act; and
WHEREAS, this Board has reviewed Resolution 78-1b6 £rom Shasea
Countya
NOW, THEREFORE, BE TT RESOLVED by this Board as follows:
1. That this Board agrees with the position taken by the
Board of Supervisors of Shasta Counry {a copy of Resolution 78-166 is
attached hereto).
2o That a copy of this Resolution be sent to the Honorable
Ray Johnson, State Senator; the Honorable Eugene Chappie, Assemb3.yman;
the Honorab7.e S~an Statham, Assemblyman; and to such other i.nda.va.duals
as thi.s Board may direct.

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COIINTY OF ~HASTA
URGING REPEAL OF THE CALIFORNZA ENVZRON~NTAL QUALI~'Y ACT
WHEREA~, tha Cal.zfornia Erivirorimen~al Quality Ac~ was
enacted i.n 19'~0 and after two years of applicatzon onl.y to public
projects, was expanded by court decision ~o a11 projects, both
public a~d pr~va-~e, and
WH~REAS, the anany reparts and hearings required by
CEQA are, ~.n most cases, perfunctory and ~he required pracedures
are frequently used as procedural weapons to de~.ay worthwhile
projects, and
WHEREAS, Governing Boards and P~.ann~.ng Gomtnissions
and ~he staffs ar~ suff3cien.~ly a~.ert .to mat~ers of enva.ronmental
protection to adequa-~ely pratect the en.virozunent and planning
decisions, and
WHEREAS, the costs of implementin.g -~his in.~ffective
legislatzon a~e no I.onger warras~ted with the reduction of costs
