WH~1~AS, passage of Propositzon 13 at the Primary Elect~.on
of ,Tune 6, 1978, has materially reduced the amov.nt of funds avaiYable
Co local govex'nmen.t agencies ~.n tlze State of California from ad
valorem property taxes and thereby necessitates stringent economy
measures and an even more critical revzew of government expend~.tures
than has heretofore been exercised; and
WHEREAS, in an attempt to assist local agencies to meet
their responsibilities to provide essential governmental services,
the State, th~ou~h action of the Le~zslature and the Govern~r, has
made ~unds availabl.e ~o I.ocal agencies from available Sr_a~e surplus.
As a part of Che effort to tneet this fiscal crisis, salaries of the
State officers and employees have been frozen and receipt of funds
by 1oca1 agencies has been conditioned upon the imposition o~ similar
limitations on the oPticers and empioyees of ~hose local agencies; and
Wf:EREAS, under existing statv.tory 1aw, judges of the courts
of record of this State are entitled to, and have been granted, cost-
of-living increases in their sa~aries based upon ~he change in the
Consumer Price Index; and
WHEREAS, it is the belie~ o~ thi.s Board that no branch or
segment of the government in this State should be accorded preferen--
tial treatment when the electorate has so decisively indicated that
i.t demands economy in governmental operations.

~VxSE ST.A.TUT~S PROVIDING AUTOMATIC INCREASES
IN SA~,ARY FpR JUDG~S OF COURTS OF RECORD

TdOW, TH~REFOR~, BE IT RESOLVBD as ~ollows:
1. That the ~utte County Soard o~ Supervisors, State of
California, hereby requests the Legisla~ure and the Governor to
take steps legally appropr~ate to revise ~hose statutes providing fo-
automatic increases in salary foz judges of cour~s of record and to
rescind, if possible, those salary increases for such judges which
become operative on July l, 1978.
2. Tnat a copy of tlzis resolution be sent to the Honorabl~
Jerry Brown, Governor; the Honorable ~ay~Johnson,.State Senator; the
Honorable Stan Statham, Assemblyman; the Honorable Eugene Chappie;
Assemblyrnan, and to such other individuals as thzs Board may direct.
