HomeMy WebLinkAbout78-146 ,- /7- ~ RESOLUTTON CALLI.NG A SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTTNG TO THE QUAL2~TED ELEGTORS OF THE SOUTH OROVILLE AREA OF THE COUNTY OF BUZ'~'E A PROPOSITTON REGARD2NG THE CONSTRUCTION, DEVELOP- MENT, AND ACQUISITION OF LOW INCOME HQUSING BY THE BUTTE COUNTY HOUSING AUTHdRITY A1~D ORDERING THE CONSOLIDATION OF SUCH SPECIAL ELECTION WITH 'THE STA~'E OF CALIFORNIA GENEI2AL ELECTION TO BE HELD ON NOVEMBER 7, 1978 WHEREAS, the County of Butte is currently administering tlze block grant program under the Federal Housing and Community Devel.opment Act of 1977 in the unincorporated South Oraville area of the County of Butte; and WHEREAS, there is a need to supplement saicl biock grant program with low-income housing; and WHEREAS, the Housing Authority of the County of Butte has expressed a desire to acquire or develop low-cost housing in the unincorporated South Oroville area of the County of Butte to be ~inan.ced in w~ZOle or zn part by the federal government or a state public body; and WHEREAS, under Article XY.XIV of the California Constitution, no low-rent housing project may be developed, constructed or acqui~-ed by any state public body until a majority o£ the qualified electors of the cz.ty, town or county a.n wh.ich such housing project is proposed shall approve such project by voting in favor thereof aC an election to be held for that purpose; and WHERE,AS, this Board has found that the unincorporated South Oroville area of tk~e County o~ Butte, as more particularly described i.n ~xhitait "A" attached to this Resolution and by this reference made a part hereof, is a town within Che meaning of Article XXXIV o.f the California Constitution; and WHEREAS, it is the desire of this Board to ca11 a specia~. elecrion so that the qualified electors in the unincorporated South ..... __.. - _ ~--~ -- Orovi~~e area of the County of Butte may consider authorizing the Butte County Houszng Authority to develop, construct and acquire low-rent.housi~g in said area comprising not rnore than 75 dwelling units for pexsons o~ low income to be financed in whole or in part by the federal government or a state public body; and WHEREAS, it is the desire of this Board to order the consolidation of the aforesaid election with the State o~ California genera~ elect~on to be held on Tuesday, November 7, 1978. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County o£ Butte, State of California, as follows: 1. A special election is hereby calTed, and the same: shall be held within the un~ncorporated South Oroville area of the County of Butte, as described in ~xhibit "A" attached hereto and made a part hereof, on Tuesday, November 7, 1978, at which said election sha11 be submitted to the qualified electors in said area of the . County of Butte, the following measure, to wit: Shall the Housing Authority of the Counry of Butte develop, construct and acquire in the Yes unincorporated South Oroville area of the County of Sutte, 1ow-rent housing comprising not more than 75 dwelling units for persons of low income to be financed in whoZe or in part by the federal government or a state public agency? That the County Clerk is ordered and directed to cause the exact form and wording ot the measure set forth in Section 1 of this Reso~ution to appear on each ballot and sample balZot to be used at said e~ection in the territory affected by said consolidation. 4. That rhe County C1erk is furrher ordered to canvass'or cause ~o be canvassed the re~urns of said election with respect to those votes cast on t~e measure set forth in Section 1 of this Resolution in the territory affected by said consolidation and to certify such canvass of votes for and against said measure to this Board. 2.
