SPECIAL ELECTION FOR THE PURPOSE OF SUBMI~~ING TO THE QUALIFIED ELECTORS OF THE SOTJTH OROVI~I,E A.REA OF TH.E COUNTY OF BUTTE A PROPOSr'TSON REGARDING THE CONSTRUCTION, DEVELOP- MENT AND ACQUISITION OF LOW INCOME HOUSING BY THE COUNTY OF BUTTE OR A NON-PROFIT ASSOCIATION OR PRrVATE COIZPORATION AUTHORIZED T0 DQ SO BY THE COUNTY OF BU'TTE AND ORDERING THE CONSOLIDATION OF SUCH SP~CTAL ELEC~ION WITH TH~ STATE OF CALIFORIVIA G~N~RAL E~,ECTION TO BE HELD QN NOVEMBER 7, 1978 WHEREAS, the County of ~utte is currently administera:ng the block grant program under the Federal Housing and Community Development Act of 1977 in the unincorporated South Oroville area of the County of Butte; and WHEREAS, there is a need to supplement sai.d block grant program with 1ow income housing; and WHEREAS, there are non-profit associations and private corporations who have expressed an inrerest in acquiring or developing low cost housing in the unincorporated South Orovil~e area of the County of Butte to be financed in wrhole or in part by a federal government or state public body; and WHEREL•i5, under Article XXXIV of the California Constitution, r-o 1ow rent housing project may be developed, constructed or acquired by any state public body until a~ttajority o~ the qua7.i~ied electors of the city, town or county in which such housing pro,~ect is proposed St~aii approve such project by voting in favor thereof at an electzon to be held for that purpose; and WH~REAS, thi.s ~oard has found tteat the unincorporated South Oroville area of the County of Butte, as more particularly described in Exhibit "A" attached to this ~esolution a~td by this reference made a part hez'eof, is a town within the meaning of Article XXXIV of the Californ.ia Constitution; and C~H~12~A5, it is t~e desixe of this Boax~d to call a special ~;; f South Oroville area of the County af Butte rnay consider whether the County of Butte, or a non-profit association or a private corporation authorized to do so by the Board of Supervisors of the County of B~tte may develope, cons~ruc~, and acquire low-rent housing in said area comprising not more than 75 dwelling uni~s for persons of low income to be financed in whole or in part by the federal government or a state publ~c body. ~O~d, THEREFORE, BE IT RESOLVED by the Board of Supervisors o£ the County of Sutte, State of California, as fo2lows: 1. A special 2lection is hereby called, and the same shall be held within the unincorporate~ South Oroville area of the Coun~y of Butte, as described in Exhibit "A" at~ached hereto and made a part hereof, on Tuesday, November 7, 1978, at which said election shall be submitted to the qualified electors iri said area of the County of Butte, the following measure, to wit: Sha1Z the Countq o~ Sutte, o~ a non-profit association or private corporation authorized by the Board of Supervisors of the County of Yes Butte, develope, construc~ and acquire in the unincorporated South Oroville area of the County of B~tte low=rent housing comprising not moxe than 75 dwelling units for persons of 1ow income to be financed in whole or in part by the federal No goveznment or a state public body? 2. ~hat said special election be; and it is hereby ordered consolidated with the state-wide general elec~ion ~o be, held on Tuesday, November 7, 1978. 3. Tha~ tne Co~nty Clerk is ordered and directed to cause the exact form and wording of the measure set forth in Section 1 of this Reso~ution to appear on each ba11o~ and sample ballo~ ~o be used at said election in the territory affected by said consolidation. 4.
