HomeMy WebLinkAbout79-041RESOLllTION OF THE COUNTY 0~ BUTTE AUTNORIZING CHICO MUNICIPAL COURT JUDGE TO SIGN COURT R~FERRAL PROGRAM GRAIVT WHEREAS, the County of Bu~te desires to undertake a certain project designa~ed Court Work Referral Program to be funded in part from funds made available through the Omnibus Crime Control and Safe Streets Act of 1968, PS 90-351, as amended, (hereafter referred to as the Crime Control Rct) administered by the Office of Criminal Justice P~anning (hereafter referred ~o as OCJP). NOw, THEREFORE, SE IT RESOLVED that the J~dge of the Chico Municipal Court of the County of Butte is authorized, on its behalf to subm~t the attached App7ication for Grant for Law Enforcement Purposes to OCJP and is authorized to execute on behalf of County of Butte the attached Grant Award for 1aw enforcement purposes ~ncluding any extensions or amendments thereof. BE IT FURTHER RESOLVED that the applicant agrees to provide all matchi~g funds required for said project (including any extension or amend~ent thereof) under the Crime Control Act and the rules and regulations of OC~P and the Law Enforcement Assistance Fldministration and that cash wi11 be approprlated as required thereby. BE IT FURTH~R RESOLVED that grant funds received hereunder shall not be used to supplant law enforcement expenditures controlled by this body. The nu~b~r of misdem~anor arres~s deeressed in Bu~te County from 318~ ~n 19?5 to 274~ in 1q76, a decrease of 15 percent. The number of adul~ m~sdemeanor complaints filed alsa decreased f~am 24g3 in. 1975 to 2144 ~n ~97~ (14 p~rc~nt). This mean~ 89.¢ percent of the total adul~ 19~6 misdemeanor arres~s in But~e County resulted in the filing of a complaint. Analysis of projected adult misdemeanor arrests usin g lgb7 thru 1974 data shows an average yearly increase of 37.8 (+1.5? pe~cent} arrests resul~ing in an est~mated 2,670 adult misdemeanor arrests by 1980, Th~ data also in~ica~ed ~here is 90 percen~ probability that ~he adult misdemeanar arrests in But~e County in 1980 will be between a low af 2,129 and a high of 3,211. F~gure 1 shows the actual and projec~ed adult mi~~emeanor arre~ts in But~e Coun~y betwEen 1967 and 1981, TheMunemployment rate in Butte County in Dece~ber 1977 was 10.2 percent. This was over 25 peraen~ higher than the sta~e- wide unemplayment ra~e of 9.9 p~~cent far December 1978. A~ccording to 197~ census date, 12.1 percen~ of all families in Butte County received less than the poverty level income. Some 25.5 percent of ~hese famil~es received public ass~s- tance. One haZf bf ~he unr~la~ed indiv~duals ~n Bu~~e County received zncome less ~han $~,80b and~46.4 percent of th~se ~~dividuals were below poverty level. The "near poor" persons with ~nco~es less ~han 125 percent of ~he poverty level totaled 24.2 percent of all indivi~uals while the "poor poor" persons with incames ~ess than 75 p~rc~nt of the pov~r~y level number 11.5 percent af all persons.
