' NOW, THEREFORE, BE IT P.ESOLVED that the CounCy Sheriff of the County of $utCe is auChorized, on its behalf~ to submit Che attached agplication Eor grant for 1aw enforcemenC purposes Co OCJP and is authorized to execute on behalf of the County of Butte the attached grant award for law enforcement purposes including any extensions or amendments thereof. BE IT FURTHER RESOLVED that the County of Sutte agrees to provide all matching funds required for said project (ineluding any extensioas or amendments thereof) under Crime Controi Act and rules and regulations of OCJP and the Law Enforcement Assistance Administration, and that cash wi3.1 be appropriated as required thezeby. BE IT FURTHER RESOLVED that grant funds received',hereunder shall. not be used to supplant law enforcement expenditures controlled by this Board. There are tao many services required; public education, victim repar~ing, vic~im and family caunse~.ing, victim med3.ca1 services, evidence collection and preservation, assailant apprehensian, prosecut~.on, ad~udicatiori, conv~ction, sent~ncing, etc. The entire pracess can be compared to a chai~ {as out~.in~d at the end of this chapter)--anc~ each l~nk in that chain. must be . perfec~~.y farmed and closed -to main~ain zts s-~reng~h. The n~mbar of calls received. an the crisis line have increased s~.bstantially. In ~he program operational year af 197'7, only f~fty (50) calls wsre received on the crisis line, but because of ~he lack of ar- ganizatzon and prvper repvrta.ng data, -~he types of call~ are nat ~ow~a, How~ver; ~.n 1978 under a gran-~ fram -~he California Cauncil on Criminal Justice, Rape Crisis ~n~erven~ion expanded services to include all of Butte Co~ty a~d advertised as ta ~he services provided by staff and volunteers, The number of direc-~ly related crisis calls exceeded one hundred (z00) during a p~riod of Ju~y 1., 19'78 to April 30 1979. ~uring tha~ same reporting da-~e, aver ~ two hundred (200~ ~.nformation calls were receivec~, regard3ng speaking engagements, class assignments and valunteer requests. ~3 ~4. The campus af ~ Chico S~a~e University appa~ently offers a ple~hora of exception- al opportun3~ie~ ~o the counties offen~ers, ~ However, rape victims fram ~he univ~rs~~y and o~her areas ev~nce a marv~l of coordi~ation between the agencies concerned. We have a sp~cial arrangement wi~h law enforcement and hospi~al authoritzes who call us a~ Rape Crisis ~n~erve~tion automa~ically at the reque~~ of the victim. We work wi~h law enforcemen~ agencies ~n ~hat we main~ain a direct and vital link to the palice, by filing a third person repor~ for vic~ims relucta~t ~o repor~ ~he crime. Thus, the vic~im can preserve her anonymi~y, witho~t keeping ~he police in ~he dark. , Pracedures of ~he Rape Crisis Tntervention graup in the event af a rape are representative vf ineasures taken in other rape cris~s centers ~hrQUghout the state. Up~n receip~ of a rape complaint, a valunte~r i~ dispatched ta ~he vic~ims hous~, ar scene of ~he a~~ack. The volun~eEr writ~s a brief accoun~ of the a~~ack, and subsequently escor~s the v~ctim to th~ nearest haspital~for an evidence ga~hering examina~ion. The volunteer r~ma~ns with the victim while the emergenc~ physician examines her for external and internal injuries, takes ~he necessary tes~s and pictures far~the law en~orcement personnel. A rape kit--in- cluding containers far fingernail scrappings, samples of the v~ctims blood, p~b~c hair eutti ngs and ctimbzngs, cat~o~ swabs, culture tubes and microscapic,slides far vaginal spears. Th~s evidence is g~ven to ~h~ law enforcemen~ personnel in ~he event ~hat the victim wants ~o repart the crime. The exam~na~ion ~s paid for by the state, if ~he vic~im reports.
