RESOLUTION ESTABLISIiING SELF-INStJRANGE WORKERS'
COMPENSATION IPdTRA-GOVERNNIENTAL SERVZCE FU~iD
AND '~RUST ACCOLIIdT '
WIiEREAS, the County has found itself in',a position wherein
ir is econoanica7.ly advantageous to self-insure its worke~s' compen-
sation program pursuant to Government Code §25263; and
WHEREAS, self-insurance makes mandatory',the operation of
a program and delegation. of authority to pay claims expeditiously;
and '
WHEREAS, the County has contracted with'a private firrn for
claims administration. services; and I
WHEREAS, Government Code §§252b0 and 25263 also authorize
fhe establishment of an interest bearing self-insurance ser~crice
fund and, §31000.:8 authorizes the estabI.ishment'of trust accoun~ to
provide for the receipt and disbursement ot approprzate paymen~s;
an.d
WHEREAS, procedures have been developed'to facilirare pay-
ment of workers' compensation benefits; and '
WHEREAS, funds genezated by rates established by the
California lnspect~.on Rating Bureau will be deposited in this fund
for the sole purpose of paying present and future workers' compen-
sation benefits. '
NOW, THEItEFORE, BE ZT RESOLVED by the Butte County Board
of Supervisors as fol.lows: '
1. That th.e Audi~or-Controller be authorized to establish
a sel~-insurance workers' compensation service'fund to receive a11
funds generated for workers` compensation purpo,ses.

2. Tha~ ~he A~ditor-Controller be authorized to establish
a trust account at a local bank and to maintain'an adequate balance
to pay woxkers' compensarion benefits during a thirty (3~) day
period, and authorizes the contract administrator to draw on said
accounr for any and all costs related to Wor~mens compensation.
3. That the PersonneZ Director be dixected to notify all
employees of the new procedures involved in the''selt-insurance
program. ',
4. That the County Administrative Officer, ox his designee,
be directed to coordinate, monitor and periodically report ta the
Board on the progress of this program. '
5. That all fees and costs related to our Workers'
Compensation ~elf-insurance program wi11 be paid from this fund.
