A~D TRAINING ADVISORY COUNCIL '
WHEREAS, the Butte County Board of Supervisors had
established the County EmpZoyment and Train~ng Advisory Council in
Resolution 74-58, Resolution 74-66, Resolution 75-91, Resolution 77-765,
and Reso7ution 78-60 and now wishes to modify the provisions of
Resolu~ion 78~60, and; '
WHEREAS, the Butte County Board of Supervisors is a PrTme
Sponsor for the administration of programs under the Comprehensive
Employment and Training Act of 1978 and; ',
WHEREAS, the Board of Supervisors ~inds it to be in the
interest of the people of the County to continue to'sponsor a
comprehensive emp7ayment and training program to upgrade skills and
employability of eligible participants and to provide training and
public service employment opportunit9es to the~unemployed, and;
WHEREAS, the provisions of the Comprehensive Employment
and Training Act provide for the establ9shment of a'local Planning
Council to be advisory to the Board o~ Supervisors.
NOW, THEREFORE, BE IT RESOLVE~ that the Board of SupervSsors
here6y establishes, effective Oc~ober 1, 1979, the Butte County
Employment and Training Advisory Council (CETAC) as follows:
A. PURPOSE. The purpose of the Butte County Employment
and 7rain~ng Advisory Council (CETAC} will be ta submit to the
Butte County 8oard of Supervisors recommendations regarding the
basic goals, program plans, policies and procedures'for implementation,
operation and evaluation of a Comprehensive County Manpower Emp7oyment
and 7raining Plan as provided under the federal Comprehensive
EmpZoyment and Training Act of 1978 and Title 29 of'the Federal
Rules and Regulations as prescribed by the Secretary of Labor as
amended.. Any decisions wi~h respect to such recommendations shall
be made by the Board of 5upervisors as the Pr9me Sponsor of ~he
programs. '
B, pRGANIZATION. The Butte County Employment and Training
Advisory Council (CETAC) shall consis~ of fifteen (15) voting members.
The Council shall be appoin~ed by and serve at the pleasure of the
Butte County Board of Supervisors. The Council shall represent a
cross section of local community interests with at least one member
from each of the fol~owing sectors: agriculture employers, private
business, client community, community based organizations, organized
labor, the ]ocal State Employment Security Agency, the County Weifare
Department, and local veterans` organizat9ons, education, h~ndicapped
persons, agricultural employees, vocational education agencies,
employees not represented by organized labor. In addition, the
Council sha~l have an e~ected officia~ from ci~y government and from
county government utilizing Public Service ~mployment. A chairperson
who is nat an elected official will be appo~nted by the Prime
Sponsor.
Council members shal~ serve without compensation; however,
members may be reimbursed for travel and other expenses consistent
with County policy and as authorized by the budge~ appropriatfon
approved by the Board of Supervisors.
C. MEETINGS. The County Emp~oyment and Training Advisory
Council (CETAC) shall meet at least five times each year at a time
and place selected by said Counci7. Special meet~ngs may be called
pursuant to the applicable Government Code Sections'. The Counci7
may estabZish certai~ subcommittees as it deems app'ropriate. The
Council may adopt rules of procedure for the conduct of its business.
A major3ty of inembers shall constitute a quorum, provided however,
that any act9on taken by the Council must be done by a majority
vote of ail ~embers of the Council.
D. STAFF. The Butte County Director of Personnel shall
serve as Secretary to the County Employment and Tra'ining Advisory
Council and "shall prov9de, administer and supervise'the professional,
technica7 and clerica~ staff services, subject to the liroitation
of the budget appropriation approved by the Board o'f Supervisors.
E. UACANCIES. Vacancies on CETAC sha71 be filled in
accordance with Butte Coun~y pol9cy regarding appoi'~ntments to
advisory committees. Any member missing more than'three consecutive
meetings shall be deemed to have votuntarily vacated that positio~
and procedures for filZing the vacancy wi17 be 9ni~iated.
