WHEREAS, the Butte County Board af Supervisors had
estab~ished the CETA Youth Council in Resolution 77'-73, Resolution 77-164,
and Resolution 78-61 and now wishes to modify the pravisions of
Resolution 78-61 and;
WNEREAS, the 8utte County Board of Supervisors is the
Prime Sponsor for programs funded under the Comprehensive Employment
and Training Act of 1978 and; ',
WNER~RS, the Board of Supervisors finds it to be in the
interest of the people of the County to sponsor such programs which
provide work experience and employment services for'eligible youth
residing within t~e County and; '
WHEREAS, provisions of the Comprehensive Employment and
Training Act specifically require the creation of a'Youth Counci7
for the planning and review of youth programs. ,
NOW, THER~FORE, BE IT RESOLVE~ that the B'oard of Supervisors
hereby establishes the Butte County CETA Youth Coun'cil as follows:
PURPOS~. The purpose of the CE7A Youth Council will be
to submit to the Butte County Employment and Traini'ng Advisory Council
recommendations regarding the p~anning and review o'f the youth
programs funded under the Comprehensive Employment'and Training Act
of 1978.
ORGA~IZATIO~. The CETA Youth Council sha'17 consist of
~wenty (20) voting members. The Council shall be appointed by and
serve at the pleasure of the Butte County Board o~'Superv~sors. The
Council shali represent a cross section of the local community to
be made up of all the members of the Butte County Emp3oyment and
Training Advisory Council. In addit~on, the Youth',CounciT shall
include two ynuth representatzves enrolled in or eligible for the
CETA Title IV Youth Empioyment and Training Program (YETP) and
at least one representative from post secondary educat9on, a non-
governmental youth-oriented organization, and the apprenticeship
community. The Chairman of the County Employment a'!nd Tratning
Adv~sory Council shall serve as the Chairman of the'Youth Counc~l.
Cauncil members shall serve w9thaut campe'nsation.
MEETINGS. The CE7A Youth Council shall m'eet at least
annually at a time and place selected by said counc'il. Speciai
meetings may be called pursuant to the applicable G'overnment Code
Sections. The Council may adopt rules of procedure'for the conduct
of its business. A majority of inembers shall const'itute a quorum,
provided, however, that any action taken by the Cou'ncil must be
done by a ma3ority vote of al~ members of the Council.
STAFF: The Butte County Director of Pers'onnel shall
serve as a Secretary to the CETA Youth Council and shall provide,
adm9nister, and supervise professional, technical, and clerical staff
services subject to the limitation of the budget ap'propriations
approved by the Board of Supervisors.
VACANCIES. Vacancies on Youth Council shall be filled
in accardance with Butte County policy regarding appo3ntments to
advisory committees. Any member missing more than three consecutive
meetings shall be deemed to have voluntarily vacate'd that position
and procedures for filling the vacancy will be initliated.
