Supervisors of Butte County that the Board of Supervisors of Placer
County has passed a resolution requesting an inquiry into the
constitutionality of regional government; and
WHEREAS, the Board of Supervisors of Butte County wishes
to support Placer Coun.ty's effort to have a thorough study into
this problem; and
WHEIZEAS, the Soard believes that 1oca1 government i.s that
government which is most respc.nsible to the needs o~ its citizens;
and
WHEREAS, it is believed that any unwarranted usurpatioz~
of duties, ~espoxzsibilities and rights of local govexnment by any
high levels of government is not in the best interests of the peopl.e
of Butte County.
NOW, THEREFORE, BE IT RESOLV~D ~hat ~he Board of Supervisors,
County of Butte, State of California, supports ~he Board of Supervisors
of Placer County in its effort to determine whether or not the various
federal regional forms of government are in violation of Article IV,
Sections (3) and (4) and the Tenth Amendment of the United States
Constitution.
BE IT FURTHER RESOLVED thaC the proper authorities in the
State of Ca~ifornia be requested to inquire thoroughZy into the
constitutionality o£ the regional government concept and to report
the results ot such inquiry to the Board of Supervisors of Butte
County.
BE IT FURTHER RESOLVED that if the above--requested inquirq
results in an opinion tha~ the aforesaid concept of regioz~.al govern-
ment is unconstitutional, that the Honorable Governor ~dmund G. Brown,
Jr., the IegisZative representatives of the counties and all oCher
interested parties prepare recommendations for the enactment of
RESOLUTION TN SUPPORT OF REQUESTTNG AN TNQUIRY
INTO THE CONSTITUTIONALITY OF THE REGIONAL
GOVERND~NT CONCEPT
corrective legislation.
BE IT FURTHER R~SOLVED thar copies of this resolution be
fortaarded to 3enator Ray Jahnson, Assemblyman Stan Statham and
Assemblyman Gene Chappie and to such other individuais as this Board
may d~rect.
