RESOZUZ`ION OF THE BOARD OF SUPERVISORS
WHEREAS, the Butte Cov.nty Probation Departmant desires to.
undertake a certain project, designated Probation Department Record
System Uporade, to be funded in part from funds made available
through the Omnibus Crime Controi and 5afe Streets Act o~ 1968,
PL 90-351, as amended {hereafter referred to as the Crime Control
Act), administered by the Office of Criminal Justice Planning
(herEaf~er referred to as OCJP).
NOW, THEREFORE, BE IT RESO~VED that the Ghief Probation
Of~icer of the Probation Department is authorized, on its behalf,
to submit the attached Applica~ion for Grant ~or Law Enforcement
Purposes to OC.7P and is authorized to execute on behalf of Butte
County the attached Grant Award for law enforcement purposes.
BE IT FUi2THER RESOLVED that the applicant agrees to provide
all matching funds required for said project under the Crime Control
Aet and the rules ax~.d xegu~.ata~ons of OCJP and the T~aw Enforcement
Assistance A.dm~.nistration. aitd ttzat cash wi11 be appropriated as
required thereby. '

PR4BLEM STATEMENT
The p~oblem a~ the present time is the probation officers'
inability to quick~y and efficiently institute suitable programs
for probatione~s. Tha~ prablem e~is~s because backgraund ~nfar-
mat~on:~cannot be readily obtained. That information wou~d a~low
the proba~~o~ offic~r ~o make prog~am decisions without unneces-
sary delay. All in~ormation regard~ng background is now contained
~n an antiquated, cumbersome card a.nd fi~e system that can cause
error, as we~~ as de~ay. Recen~ programs have been es~ablished on
an even~ng, weekend and ho~iday basis. The present record system
does not allow proba~io~ officers the flexib~Iity to ascextazn
whether a secure det~ntion sit~a~ion or ather alt~znative wauld
be the most appropriate.
