HomeMy WebLinkAbout79-233pMENDED RESOLUTION ESTABLISHING CETA YOUTH COUNCIL WHEREAS, the Butte County Board of Supervisors had establ~shed the CETA Yoath Council in Resolution 77-73, Resolution 77-164, Resolution 78-67, and Reso]ution 79-176 and now wishes to madify the provisions of Resolution 79-176 and; WH~REAS, the Butte County Board of Supervisors is the Prime Sponsor for programs funded under the Comprehensive Employment and Training Act of 1978 and; WHEREAS, the Board of Supervisors finds it to be in the interest of the people of the County to sponsor such programs which provide work experience and employment services f.or eligible youth residing within the County and; WHEREAS, provisions of the Comprehensive Empioyment and Training Act speci~ically require the creation of a Youth Council for the planning and review of youth programs. NOW, 7HEREFOR~, BE I7 RESOLVED that the Board of Supervisors hereby establishes the Butte County CE7A Youth Counc3l as follows: PURPOSE. The purpose o'F the CETA Youth Counci7 wi11 be to submit to the Butte County Employment and 7raining Adv9sory Council recom€oendations regarding the planning and review of the youth programs funded ur~der the Comprehensive Employment and Training Act of 1978. ORGANIZATION. The CETA Youth Council shall cansist of twenty~one {21) voting members. The Council shall be appointed by and serve at 'the pleasure of the Butte County 8oard of Supervisors. The Cottrtcil shall represent a cross section of the ]ocai community to be made up of all the members of the Butte Coanty Employment and Training Advisory Council. In additian, the Youth Council sha11 incZude two youth representatives enrolled in or eligible for the C~TA Title IV Youth Employmer~t and Training Program (YETP), and one representative from each of the following groups: post secondary education, non-governmental youth-oriented organizations, apprent~ceship commanity and vocational education. The C~airman of the Co~nty EmpZoyment and Trair~ing Advisory Council shall serve as the Chairman of the Youth Co~ncil. Council members sha71 serve without compensation. MEETINGS. The CETA Youth Counci3 shall meet at least annually at a time and place selected by said counci3. Special meet~ngs may be called pursuant to the appticable Government Code sections. The Council may adopt rules of procedure for the conduct of its business. A majority of inembers sha]1 constitute a quorum, pravided, however, ~hat any action taken by the Council must be done by a majority vo~e of all members of ~he Council. STAFF. The Butte Coun~y Director of Personnel shall serve as a Secretary to the CETA Youth Council and sha~l provide, admi~ister, and supervise professional, technical, and clerical staff services subject t~.the l~mitation of the budget appropriations approved by the Board of Supervisors. VACANCIES. Vacancfes on Youth Council sha77 be f911ed in accordance with Butte County policy regarding appointments to advisory comrr~ittees. Any member missing more than three consecut~ve meetings sha11 be deemed to have voluntarily vacated that position and proeedures for fi1li~g the vacancy will be initiated.
