improvement progr~am in the El Medio (~ou~h Orovill~:) comm~.ity, among
the purposes af which are the el~.m~.na~ion o~ blight and ~he sta.mula~ion
of res~dential rehabi3.ita~~or~.; and
W.[~`~REAS, ~he County has de-~erm~.ned` that certain parce~.s
iden~tified in the afaresaid nea.ghborhood may be bro~zght ~.n~o campliance
with Count~ ob~ectives only through the direct ~o~u.~ty acq-uxsition a~.d
rehabi~.~~'ation o#' rea1. praperty; and
WI~RE~.S, ~h~ ~ounty has received Block Grant maney and has
con~rac~ed for ~he services of Gary Az~vedo of Mc~aa.n. Assticiates to
p~ov~.de appraisal services for Assesso~'s Parcel #35-104-0~, described
in Exhibit A; and
WHEREAS, the ~ounty has rece~ved an appraisa~ report from
Gary Azeveda dated Oc~ober 2, 197~, and a review of that report has
been made by Rabert Wir~ston, a qualifa.ed appraiser, a.n accordance wa.th
federa~. and state regulations, for the purpose of estab~isha.ng fair
marke~t value far certain specified rea~. properties.
