HomeMy WebLinkAbout80-007WHEREAS, the Butte County Board of Supervisors is a Prime Sponsor for the administration of pragrams under the Comprehensive Employment and Training Act of 197$; and WHEREAS, the Soard of Supervisors finds it to be in the interest of the people of the County to continue to sponsor a comprehensive employment and training program to upgrade skills and emp~oyab~lzty of el~g~ble participants and Co provide training and employznen~ opportunities to the unemployed; and WH~Et~AS, ~he provisions of the Comprehensive Employment and Training Act provide for tl~e establishment of a local Private Industrial Council. i~Otid, THEREFORE, BE ZT RESOLVED that the Board of Supervisors hereby establishes, effective February 1, 1980, the Butte County Private Industrial Council (hereinafter referred to as "PTC") as follows: A. PT.FRPOSE: The purpose of the PIC will be to increase the involvement of the business cor~ununity, including small business and minority business enterprises, in the employment an.d traini~ng activities under the Act and to increase private sector employment opporCunities among the signiticant segments of the eligible popula- tion. The PZC wi11 develop and submit to the Butte County Board of Supervisors a program providing for the basic goals, program plans, policies and procedures for i.mp].ementation, operation and evaluation of a Comprehensive Employment and Training Plan as provided under Tit1e VII of the federal Compre~.ensive Employment and Training Act of 1973 and Ti~le 29 of the Federal Ru1es and Regulations as prescribed by the Secretary of Labox as amended. I RESOLUTION ESTASLISHING THE COUNTY PRIVATE INDUSTRIAL COUPdCIL -2- respect to plans or programs under Title VII of the Act sha11 be made upon agreement by tne Board of Supervisoss as the Prime Sponsor o~ the programs and the PIC. B. ORGANIZATION: The PTC shall consist of nine (9} voting members. The Council shall be appointed by and serve at the pZeasure of the Butte County Board of Supervisors. The majority of the Council shall repzesent a cross section of local private business community including large, small and minority employers. Tn addition, at least one (1} member from each of the following sectors sha~l be represented on the Council: community based organizations, organized labor, and educatzon. The chairman of the County Emp~oyment and Training Advisory Council (CETAC) shall serve as an ex-officio non-voting member of the PIC. At the beginning o~ each calendar year, the Council shall•; by majority vote, elect a chairperson from within the voting membership af ~he PIC. Council members sha~~ sezve without compensation; however, members maq be reimbursed for travel and other expenses consistent with County policy and as authorized by the budget appropriation approved by the Board of Supervisors. C. ME~TINGS: The P~C sha~~ establ~sh a meet~ng schedule, but in no event shall the PIC meet less than two (2) times each year at a time and place selected by said Council. Specia~ meet~ngs ~ay be called pursuanC to ~he applicable Government Code sections. The Council may establish cer~ain subcommittees as it deems appropriate. The Council maq adopt:rules of procedure for the conduct of its business. A majority of inembe~s shall constitute a quorum, provided however, that any actio~ ta~en by the Council must be done by a majority vote of aIl members of the Council. D. STAFF: Unless other arrangements are~;made betwaen the Prime Sponsor and the PTC, the Butte County Director of Personnel sha11 serve as Secretary to the P~C and shaiZ provide, administer -3- and supervise the professiona~, technical and clerical staff services. Staff services shall be subject to the limitation of the budget appropriation approved by the Soard of Supervisors. E. VACANCIES: Vacancies on the PIC.shall be filled in accordance with Butte County policy regarding appointments to advisory co~mittees. Any member missing more than two regular consecutive meetings,without being excused by PIC, shal~ be deemed to have voluntarily vacated that position and procedures for filling the vacancy will be inztiated. Vacancies in the chairperson sea~ sha~l be filled by majori~y vote of rhe Council.
