RESOLUTTON ESTABLISHING RULES AND ItEGULATIONS
FOR THE NEW COUNTY ADMINTSTRATION BUILDING
AND TO PROVTDE FOR THE ENFORCENI~NT OF SAID
RULES AND REGULAT20NS
WHEREAS, the new county administration building has been
completed and the county ot~ices relocated therein; and
WHEREAS, it is ~c~ecessary for the protection of ~he new
building as raell as the convenience of the heal~h, safe~y and
welfare of the general public and the county employees that certain
regulations be established for said building.
NOW, THEREFOP.E, BE TT RESOLVED by this Board as follows:
A. The County Administrative Officer is hereby designated
FaciZities Manager for the Sutte County Administration Center and
the ~ollowin.g specific duties and responsibilities are hereby dele-
gated. to him:
l. Maintain an inventory of a11 keys;
2. Be the sole authora~zation fox key duplication;
3. Authorize tlie relocation of systems furnituze
workstata.ons or relocation. of systems
furniture panels;
4. Regulate the use o~ elect~ical appliances by
departments such as cof~ee pots, refrigerators,
etc., so as to ensuze safety and prokcibi~
overloading of electrzcal circuits;
5. Authorize remodel;
6. Receive requests, complaznts, or proposals
concerning the facility;
7. Authorize the change of locks;
8. Author~.ze signage;
9. Aut~COrize any charzges in the building affecting
the esthetic value of ~he facility;
I.O. Assure proper maintenance of landscaping and
£aci~.ity.
B. There is hereby established a Facilities Committee
consisting of two members of the Board of Supervisors whose sole.
purpose will be to hear appeals from affected parties relative to
the decisions of t'ne ~'acilities Planager. The decision of sai.d
Committee sha11 be final and binding on all parties concerned.

C. The following specific rules shalJ. be in effect in
the new county administration center:
1. No food or beverage shall be allowed at
counters or desks which directly serve
the public_
2. Department heads shall determine whether or
no~ t'ood and beverages sha11 be allowed
at workstations which do not directly
serve the publ.ic taking into consideration
the following factors:
a. Exposure to public view;
b. Compatibility to job function;
c. Circumstances peculiar to a particular
workstation.
3. Work areas in public service areas must be
kept businesslike and the presence of food
and beverage must not disrupt the operation
or be an adverse appearance.
4. No refrigerator units, hot plates, stoves, or
similar electrical appliances shall be allowed
in the administration center except where
cleared for safety and e~.ectrical capacity,
exeepting those water heating appliances and
refrigerators which are supplied by the county.
Requests for co~fee makers or coffee pots
should be forwarded to the Facilities Manager.
5. Food and beverages are expressl.y prohibited in
t~e copy and central mail room and on any
other copy machines in the facility.
6. There is a coffee room/break room in the faci7.ity
pravided ~or staft where food and beverages are
permitted.
7. The determination ~or the relocation ot a1I systems
furniture;shall be the exclusive responsibility
of the Facilities Manager and all such work shall
be performed by the Building and Grounds MainteT
nance pepartment. A11 other personnel are
specifically proh~bited from removing systems
furniCUre or components therei.n from assigned
workstations or reconfiguring panel systems
without written authorization from ~he Facilities
Manager.
D. In. ordex to maintain office areas in an uncluttered
businesslike manner, the employees are requested to observe the
following:
1. Belongings and equipmen~ should be kept be~ow
partition height in open landscape areas.
2. Where possible, storage should be limited to
designated locations not on top of file
cabine~s or in the aisle.
3. Bulletin boards should be maintained in a
neat orderly fashion.
4. Employees are expected to exercise good taste
in their choice of fixtures and ornaments
that personalize their work,station. Do not
use tape for the lzanging of documents or
posters on system ~urniture. The use of
glue or other adhesive materials on fabric
panels is prohibited. Picture hangers and
plant hangers, etc., will be provided.

5. Personal plants must be placed in a water
tight container. We are ~articularly
concerned witk~. pots whicb. drain and no catch
basi.n is provi.c~ed.
6. No heating devices such as coffee pots, hot
water heaters, hot plates, ovens, etc., shall
be permitted in individual systems workstations.
7. Extension cords can represent a safety problem
and should be installed only ~ith permission
of the Facilities Manager.
8. Machine rooms, electrical rooms, and the roof
sha11 be off limits to a11 unauthorized personne~..
9. S~orage in aisles which provide departmental access
sha11 be prohibited.
10. Under NO circumstances will anything be permitted
to be hung from the suspended ceilings throughout
anq of the buildings.
E. The Facili~ies Manager is hereby delegated to establish
smoking and non-smoking areas within the Board of Supervisors room
pursuant to the provisions of Health and Safety Code §§25940, et seq.
(Californza Indoor Clean Air Act of 1976). The windows in the new
administration center do not open and the heating and cooling system
is designed for positive pressure. Because of these circumstances°
the Board of Supervisors wishes to discourage any type of smoking
within the ~crarious offices. This policy of discouragin.g smoking is
based no~ only on tYt.e annoyance and nuisance to non-smokers, but
also the health, safety and waltare of those smoking. Therefore,
each department head is hereby delegated the responsibility to
de~ermine whether or not there wi11 be smoking allowed in his parti-
cular department. Department heads are further i.nstructed, where
they have decided to allow smoking, to have smokers situated away
from non-smokers to the extent that the convenience of the office
will allow. ~or those departments designated "No Smoking", signs
reflecring such shall be placed in p~ominent places in the offices.
Wb.ere the department head has determin.ed there ~rill be no smoking,
members of the public will be asked to leave iri the event, upon
being requested to do so, they fail to ex~Cinguish their cigarettes,
pipes, cigars, etc. Smokzng skzall be allowed in the emp~oyees
lounge, the arcade, and in. the areas designated in the Soard of
Supervisors room.
F. Any emp~oyee who violates any of the provisions of this
resolution or regulations estab~ished herein sha11 be subject to
discipline pursuant to the Personnel Ru1es and Reguiations.

G. The County Administrative Officer shall ensure rha~
every county employee is made aware o~ the provisions of this
resolution.
