HomeMy WebLinkAbout80-021WH~REAS The But~e County Probation Department desires to undertake a certain project, designated Delinquency Prevention Officer, to be funded in part from funds made available through the Juvenile Justice and Delinquency Prevention Act of 1974 (PL 93-415) administered by the Office of Criminal Just~ce Planning (herea~ter referred to as OCJP). NOW, THEREFORE, BE IT RESOLVED ~hat the Chie£ Probation Officer of the Probation -epartment is authorized, on its behalf, to submi~ the attached application for Grant for Law Enforcement Purposes to OCJP and is authorized ~o execute, on behal£ of Butte County, the attached Grant Award for Law Enforcement Purposes including any extensions or amendments thereof: BE IT FURTHER RESOLVED that ~he applicant agrees to provide all matching funds required for said project (inc~uding any extension or amendment thereof) under the Juveni~e Justice Act and the rEales and reg~lations o~ OCJP and the Law Enforcement Assistance Administration and that cash will be appropriated as requized thereby. BE IT FURTHER RESOLVED that grant funds received hereunder sha1Z not be used to supplant law enforcement expenditures controlled by ~his body. Subs~quent petit~ons were filed on 3b0. 62% of the cases (750} were cau~- seled and d~smissed. The prob~em is that o£ those counseled and dismissed, many (150) a~e subsequently referred fa~ new offenses. At ~he prese~t time, thEre is no follow-~p proc~dure for commun- ity ~~source refer~a~ for this group. First coritac~ with this groug by the proba~ion departm~nt has not been success~u~. First offende~s, referred to the p~obatian department ~or minor 6a2 offenses, usua~ly recaive a one time brief counse~ing sess~on with a deputy probation o~~icer and the ma~t~r is dis- missed with no further act~on or fo~~ow~up contact. So~et~mes _ s~ch youthf~~ affenders are placed on six months infar~aZ pro- bation with minima~ follow-up supe~vision, due to caseload size which ~s do~inated by juv~~~le court wards. The effect of s~ch lxmited contact wx~h such offenders is that they are many times a~r~sted a~ a~a~e~ date for more s~rious offenses. The Praba- t~on Depart~~nt currently ~eceives 8Z ina~ia~ investiga~ions per ~onth. ORGA~IZAT~ONAL QUAL~F~CAT~~NS With ~ew e~cept~ons, ~aw enforcemen~ agencies refe~ fi~st offenders to the probat~on departmen~. The Dive~sion Off~cer wou~d b~ avai~able to provide dzrect service and follo~~-~p contact. As the Dive~~ion ~fficer`s qualificat~ons ~nclude knaw~edge, experience and up to date tra~ning, this e~playEe has developed contacts with county departments, private agencies, schooi offi- cials a~d many publxc citizens which are inva~uable ~or the suc- cess of such an ongoing pragram {see ~ob descriptian attached). Th~ o~fic~r will work with ~he ~~nar and ~he mxno~'s fa.m.ily ~n order to establish a program that will l~ad the minor to positive and productive behaviar. The officer wi~Y contact community age~- c~es an~ schoals in order to provide a specific plan and program fa~ each individua~ minor. Co~~tacts will be made.with agencies and schools deaiing with the minor and his fam~~y in order to ~n- sure involvernent and success ~n the chasen pxogram. The Delinquency P~e~ention afficer will provide direct coun~ seling to the minor and h~s family, and w~ll also fu~ction as a brok~~ of services, ca~sing ~o be p~ovided ~ecessa~y and availab~e cazn~unity serv~c~s. , Available resources inc~ude Reerea-~~.an Departments, Cammunity Youth Organizati~ns, i.e., Boy 5cauts, Drug and Alcohol l'rogra~.s, Child~en` s Home Saciety, Fario~~.~.y Sezvice A$sociation, Youth Trea~.- ment S~rvices and Cxisis ~n~ez-vention.
