WHEREA5, the County of Sutte recognizing the problems and issues identified
in the attached Application for Comprehensive Planning Assistance desires to
provide for a planning study contributing to improved.executive planning, decision-
making, and management capability; to the encouragerrtent of community planning and
management as a continuous process; and to the sol.ution of problems, realization
of opportunities and the formulation, and implementation of policies rela~ed to
community development and growth; and
WHEREAS, the County of Butte has developed an Overall Program Design
and recommended the development of an organizationa]. structure as outlined in
the attached Application to deal with these development problems and issues; and,
the California State Office of Housing and Community Developmen~ under authori~y
of the Government Code of the State of Cali~ornia (Section 34200) may provide
_ p].anning.assistance for such a program and receive financial assistance from the
iT.S. Department of Aousing and Urban Development, as authorized by Section 701
of the Housing Act of 195~, as amended;
NOW, TTiE1~EFOR~, BE IT RESOLVE-, that the Board of Supervisors o£ the
County of Butte hereby requests the Office o£ Housing and Community Development
to provide p7.anning assistance ~nder authority of the Government Code of ~he
State of ~a].ifornia, with such financial assistanc2 as may be provided by the
U.S. ~epartment of Housing and Urban Development, under authority of Section 701
of the Housing Act of 1954, as amended. Such planning assistance is more parti-
cularl.y described in a project description ~hat is a~tached hereto and made a
part of this resol.ution as i~ fu7.1.y set ~orth herein.
BE IT FURTHER RESOLVED, ~hat the Board of Supervisors of t~e County of
Butte subject ~o approva7. of such planning assistance by the S~ate and Federal
authorities, hereby authorizes the use of personnel o£ the County of Sutte for
services and/or other e3cpenditures of funds toward the accomp7.ishment of this
project which wi11 have a net estimated cost to the County of Butte of $5,500.
BE IT FURTHER RESOZVED, T00, that the Planning Direc~or of the County
of Butte be, and is hereby, authorized and empowered to execute in the name of
the County of Bu~te all necessary applications, contracts, and agreements and
amendments hereto to imp~ement and carry out ~he purposes specified in this
resolution.
The foregoing Reso~utian was passed and adopted by the Board of Supervisors
of the County of Butte, State of California, on this 26th day of February ,

The Housing and Cammunaty Deve].opman~ progxam has been
ac~ive in Butte County si.nce 1974: 'I'hexe have been two areas
o£ concen~ration during ~hat time: E1 Medio area o~ a~ov~y~.e
and C;hapmatttawn area of C~iicv. Z`here were a series of public
hearings and forums convened ~hroug~out th.e Connty ~or the sol.e
purpose of receiving pubZic commen~s re~arding ~he ~ounty's
community develo~mezx~ needs. The F~1. Medio a~rea and Chapman~ows~
area were listed a.s the areas in Bu~te County which mos~ warranted
Cornmunity Deve3opmen~ B1.ock ~rant (CDBG) Ass~.stance. In addition,
the E~: Medio area Ysas been. a.c~entified by ~h,e Cautzty's general
p1.ax~ as ha~ring one of the heaviest concentrations of blight and
substandard housing candi~ion.s. As a result, a preapplicatian
has been subm~'~ted for a three year (1980-83) CDBG to improve
the housing con+~iti~ns within a~hirty (3~) bJ.ock area af El Media.
The El Medio neigi~barhood is located on the southern fringe
of the City of Oroville in. But-~e Caunt;~. The neighborhood has
been formally identi£ied by the Caunty as i~Zigh~ed and de~erzarating
since 1975. The housing stock xn EI. Media is among the oldest
in ~the County ar~d capi~al imprav~ments (curbs, g~z~ters, sidewalks,
s~ree-~ improvements and stoxm drainage) are either non-exis~ant
• or ~ad~y in ne~d af repair. Whila the u~il~za~ion of CDB~`fuxzds
have brough~ about improvemen~s in this area, a majorit~ of
homes remai.n in a subs~andard CO~d1~10~.
The ~l Medio neighborhood is a~so characterized by a large
popu~ation of low- and ~odera~e-income and minori~y hausenoZcLs.
2'he ~ost recent door to door survey concexn~.ng incomes was
compyeted in 197$~ and showed tha~ nearly SO~ o~ the households
~.n E~. Medio a.r.e 1ow-~income. Accordi~.g ~o the ~tate Departme~.t
o£ Finance, '~9'~5 S~ecial Census, nearly 16% o~ the househol.ds
in El Medio are black.. 3'his figure. represents ~-5~ o~ aI1 bl.ack
household.s in Bu~te County.
In the past, ~he HCD ~ersonnEl have warked z~. a two to a
twen.ty-three ~bl.ock area. .'I'he proposed ~axget area wi1.]. far
exceed the ~ca7.e of previous areas. ConcurrentZy, the number of
staff wi~.l re~ain ~he same. A5 the program expanc~s, the need
for an effec~ive ~rogram management and mani~oring system has
increased. As a result of this program a mechanism will be faxmu~.ated
and u~ilized to make staf~ t~.me more e#'ficient, th.us resulting
in a cos~ effect~ve, cost ef~icier~t program.
We da ~.ot have a sophisticated cagabili~y to monitor program
performance. '~his project will enabZe us ~o carrect this defic.iency.
The p3.an developed is ta cio a comp~ehensive stucky of the El. Media
~arget area. This pJ.an wil.~. include a computer printout of HCD
activi~ies for each parcel w~.thin the tar~et area. It will also
incl.ude an update on curren~ housirtg conditions, a~ we11 as a
demographic and atti~udina~ s~udy of the. popuZation. ~.'he informa~ion

inform the residents o~ the program and how ~hey may get invo~ved.

area.

perio~. 0~ this ~ota1, ~11,000 is re~uested and $5,500 wil~
be matched by i.z~kind fundzng.
