WHEREAS, Section 3800 of ~he Labor Code requires appli.cants for a.

WHEREA,S, ~his creates unnecessary c~upT.icaticn £or 1oca1 bui~.ding
departmen~s, cantzactors, and insurance companies;.and
WI~EREAS, Section 3$00 is no~ effective in assuring that a11 emplayees
on a construction project ar~ protected by workexs compensation insurance ,
because this sys~e~n on7.~ i.nsures tY~at the empl.oyees of contrac~.ars wha secure
permits a~e protec~.ed and ~here is na assurance that empZoyees o~ suboon~ractoi
on a construction p~o~ect axe protecfi.ed; and
W~i~R~A.S, SB34$ wonld requzre a11. I.icensed con~ractors ~o file neces-
sary Ce]Ctificafies with the S~atie Contrac~azs License Board rather than. wi~h
7.ocal, bu~,lding departmen~s, thus omi.t~ing duplica~io~. and providing grea~er
assurance th.a~ employees of a17. contrac~ors are protected by waxkers
co~-pensa~ion insuxance;
NOW, TH~R~FORE, BE Tfi RESOLV~~ fiHAT the Board of Supervisors a~ the
County ofi Butte does her~by suppo~t, endorse and urge adoption of SB348. Be
i.t further resolved that a capy of thi.s resolution be s~n~. ~o the Assembly
Co~ittee on Labora Employment axi.d Consumer Affairs.
