Caur.t, and 3 Supe~ior Couzts; : ~.ndica~xng that ~he number of subpoenaes issued is re~arkab?e. A~arg~ port~.on of Butte Co~nty`s popu~.atio~ ~3ves in re~ote areas, where polic~ pro~ect~on i.s rather minimal. As stated above, Butte County, aiana, has certainly experi~nc~d ~his ~.n- crea5e. 5ta~istics for Cal~.~ornia, d~r~.ng t'rce past S years, refiect an increas~ of 44. ~I~ in. serious cr~.mes against persons .~fuLh of the effort af ou~ c~3.~~na1. justzc~ syste~ has bee~z devated to the apprehension an.d convic~ion of the.criminals perpetra-- ting these crimes. This has b~en followad by tremendous - ama~.ints of maney an.d eFfort directed towards rehabilita-~i~.g these peop~.e, and of~en assisting ~he fa~il~es of these cri_~-- inals by counseii.ng and wel.fare programs. The servzces car~ be divided in ~o three categories: crisis infi~erventipn; court prv~eedings and sta~e indemnification. The gaa3. nf the pxograzn. is to help meet the i.mm.ed~.ate needs of the victims. ~n~.tia~Iy, ~his is done through cris~,s ~n~tervention and referrals tQ appropriat~ locai ag~ncies. There has baen, and stil~ xs, a~re~endous ~.ack of foll.ow through on a~l ma.t~ers of this nature. Bu~te County is ~s~entza~.~y made up of four -~owns {Chica, Orova.~l~, Paradise arid Ihzrharn), a~1 approx- imate~y one ~ta~.f ho~r apart. Ch~.co~ is a un~versi~y ~own an~. experiena~s a fluc~uating crime rate, whi.ch co~.ncides wzth th~ f~~.ctuatino populat~on of tTie university (s~ud~n.~ popu~.a-- -~~on is approximately I2,QOQ). Likewzse, Ch~.co has man.y r.e- ~ sources av~ilabl~, because of the civic ~.~nded papi~~at~o~. Un- fox~~una~ely, no othe~- town irz the ca-u.nty has thE same r~~.~nb~r of ~es~~rcgs, and because there is no publ.ic ~ranspor~ation system, people from Chico who are wi.lZing to hel~ others are ger~erally ~cxnable to da so because of the ~ack of p~ublic ~ra.~s- por~atian, ~n add'ztion, as ha~ already been me~.tianed, the zema~eness af several areas ~caithin the county con~ra.bu~es gr~at~~y ta ~he extremeZy hxgh percen~age of burg~aries eoc~it~ed.
