Initiative Peti~ion dated July 17, 1980, which certificate ref~ects
that the Bu~te County Law Enfiorcement Officers Association's initia-
tive petition contains the requisite number of valid signatures as
required by law; and
WHEREAS, this Board has reviewed said initiative pursuant to
the pravisions of the Elections Code and has determined not to adopt
it and, therefore, by operation af 1aw this initiative sha11 be on
the Edovember General Election ballot;
NOW, THEREFORE, BE IT ORDERED as follows:
1. That the Butte County Law Enforcement Officers
Association's initiative measure (a copy of said measure is attached
hereto as Exhibit "A" and incorporated herein as if set forth in
fu11), is hereby ordered consolidated with the November 4, 1980
General Election.
Z. That a cogy of the measure shal.l be mailed with the
sample ballot.
3. That the measure shall appear on the ballot as
follows:

2. The proposed ordinance reads as foilows:
In order to insure adequate puhlic safety protection ro the residents of tha CovntV of Butte, the 8oard of Supervisors shall, at least
annually, datermine: 1~ ) ihe Population of the Countv of Butte; and l21 the total number of allocated end filled iaw enforcement
positions withi~ tha Bucxe Cou~tY Sheriff'S Office; and 13) the existing maximum salaries for the three mos[ highty compensated state /
or local law enfvrcement age~cies operecinq within the Countv ot Butte for each class ofi positions employed By said agencies.
Effeetive Deeember 1, 7980, and effective December t of each year the*eafxer, the Board of Supervisors shall, duriag the month
of Oecember, determine: It 1 the population of 2he County of 6utte; and (2] the [otal number of allocated and tillad law enforcement
positions within the Sutte County She~iff's Office; and 131 the average monthly salary for each class of positions for the three mast
highly compensated state or locaE law enforcement agencies operating within the County of Butte for each class of positions employed
by said ageneies as se[ forth below. Commencing with the first pay period foElowing January 7, the Board of Supervisors shall establish

As used herein, the "comparable olass of positions" shail mean a group oi positions su6staatially sirnilar wtth respect to qualifications

In the event there are no comparable Aositions within the comparebie law enforcement agencies within the County of Butte, the
minimum salary for said position within the County of Butte shali be based upon said posi[ion's relationship to other law enforcement
positions within the County of Butte as existing at the time of imp€ementa[ion of these Provisions. Further, there shall be no reduction
in the num6er of law enEorcement positions.within ihe Ba[te County District Attorneds Office, the Butte County Shariff's Office and
the Butte County Welfare Department Fi-om the number of said positians in eaCh sueh offica or department existing at the time of

The Butte County Law Enforeemenc Officers Association, on behalf of its mem6ership; the law znforcement employees of the
B~cta County Shariff's Offiee, the Butte County Oistrict Attorney's Otfice and ihe Butte County Welfare ~epanmen[, is heret~y giving
notice of its intent to circulate peti[ions to place an initiative measure on the Novemher 1980 bailot. The purpose of the ini[iative is
to insure an adequaie number of law enforcement officers within che Caunry co service the neetls of residents of all areas of the County
and to establish a fair and equitable method of determining ihe compensation paid to said oiticer.
In order to adequa[e3y service [h= law enforcement needs of che Countv a surficient number of law enforcement olHcers must be
available. The Califomia averege of iaw enforcement officers to population is aooroxima[elY iJ officers to 1,000 pooulation. This
ordinante would insure thai your [ax funds are directad towards at leasc mainiaining a oasic level of lawenforcement services. 7he taw
enforcement officers of Bu[te County have [he responsibility and duty of enforcing the law within the County and in additivn are
often called upon to assist its citizans in non-criminal matters. The Sheriff, 6eing the Coroner of che Counry, has che resoonsibiliry of
investigating deachs occuring within che Counry xs required hy the Govemmenc Code. This fraquendy invoives che sensi[ive respon-
si6ility of notifying the next of kin in addicion to the hardling of the remains and when necessary, wi[aessing autopsies in deaths of
a suspieious nature. The Sheriff aiso has the responsibikiry of serving eivii process and carrVing out che orders of che Courts wi[hinthe
Covnty requiriny ;act and diplomacy. Tha law enEOrcement officers of che Districc Attorney's OfEice and ehe Nelfare Oepartmene
are responsible for invastigation and pre7aring compiex criminal cases antl reducing :he drain on tax dollars [hrough misuse of p~b3fc
assistance prograrns. These services pertormed by the law enForeemant oftiwr5 for the citizens of Butte County as wel3 as a great
variery of other services, are substancially ihe same as :hose perforrned hy law enforcemen[ oEficers in ocher agencies and ara as
demanding and carry the same elemeni of risk, yet we are receiving significantly less pay for ;he same duties and responsibiliti?s. In
order to attract and retain compe[ent law enforcement personnel comp<.titiva salary and beneiits must be paid.
