WFiEItEAS, Senate Bill 1726 has been amended by the Senate
Ways and Means Committee by deleting tb.e entire section concerning
Social Services Redeszgn; an.d
WHEP.EAS, as passed by the Senate Ways and Means Committee
Senate Bill 1726 has become a bill regarding licensing of co~za[turtzty
care facilities by the State Bepartment of Social Sezvices as it
details q~.alifications of applieants and facilities and wi11 provide
greater assurance of healthy ax~d safely licemsed faci~.ities; and
WHET'LEAS, in the past caunties al].ocations far service
funds were based on prior year expenditures rather that~ caseloads and
population;
vOW, ~HER~FORE, BE IT RESOLVEb by this Board as folloras:
1. That this Board finds it is ~he duty of the State
Department of Social Services to allocate social service funds in
a manner that allows mandated services to be provided equally
throughout ~he State for all its citizens.
2. That Che State adopt an allocation of service funds
formula that refZecrs aided individ7rals and families within each
individual county and total population of each individual county or
a combination thereof in order to insure equality of services through-
out the State.
3. That a11 effo~ts by the State Department of Soci.al
Services should be directed toward providing equal funding for
equal services.
