WHEREAS, a band~-azd approach has been the me~had of caring ~or the

WIiER~S, ~his me~hod has been practiced for more ~han 39 years; and
WHE3.tEA5, many acres of prime ag~~.cultural land along ~he river have
eroded away; and
WHER~S, many ac~es o~ r~par~.an habitat hatre eroded away; and
WHER~1,5, shoals and snags have caused major channei changes; and
WHE~EAS, the Cottonwood Creek Projec~ is now in an advanced pl.ann~.ng
stage and ~his ap~ears ~o be tihe appropri.ate ~i.mc ta authorize bank protect~.on,
seepage protecti,on and ~J.ooc~ plane zaning reli,e~;
