PRIVATE IND~STRY COUNCIL
WHEREAS, The Board of Supervisors had established the
~rivate Industry Council in Resolution 80-7 and now wishes
to modify the provisions of Resolution 80-7; a~d
WHEREAS, ±he Butte County Board of Supervisors ~ave
ind~cated the~r intent to become prime sponsors for the
admtnistration of programs under ~he Comprehensive Employment
and Training Act of 1978; and
WHEREAS, the Board of 5upervisors find it to be in
the interest of the people of the county to sponsor a comprehensive
empToyment and training program to upgrade skills and employab~lity
of eligible participants and to provide training and employment
apportunities to the unemployed; and
WHEREAS, the provisions of the Comprehensive Employment
and Training Act provide for the establishment of a local
Private Industry Counc~l.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors
hereby modifies, effective August 15, 1980, the Butte County
Private Industry Council (hereinafter referred to as "PIC") as
follows:
A. PURPOSE: The purpose of the PIC will be to increase
the involvement of the business community, including smaT7 business
and minority business enterprises, in the employment and ~raining
activities under the Act and to increase private sector emptoyment
opportunities among the significant segments of the eligible
popu1ation. The PIC will develop and submit ~o the Butte
County Board of Supervisors a program providing for the basic
goals, program plans, policies and aracedures for implementation,
operation and evaluation of a Gomprehensive Employment and
Training Plan as provided under Title VII of the FederaT
Comprehensive Empioyment and Training Act of ]978 and Title 29
of the Federa~ Rules and Regulations as prescribed by the
Secretary of Labor as amended. Any decisions with respect
to p7ans or programs under Title VII of the Act sha11 be
made upon agreement by the Board of Supervisors as the
Prime Sponsor of the programs and the PIC.
B. ORGANIZATION: The PIC shall consist of eleven (11)
voting ~embers. The Council sha17 be appointed by and serve
at the pleasure of ~he Bu~te Gounty Boar~ of Supervisars.
The majori~y of the Council shall represent a cross section
of local private bus~ness community inc7uding large, sma71
and minority employers. In addi~ion, at least one (1) member
from each of the following sectors sha11 be represented on
the Counci7: agriculture, community based orgenizations,
organized labar and education. The Chairman of the County
Employment and Training Advisory Council (CETAC) s6aTi serve
as a voting member of the PIC. Council members shall serve
without compensation; however, members may be reimbursed for
travel and other expenses consistent with county policy and
as authorized by the budget appropriat~on approved by the
Board of Supervisors.
C. MEETINGS: The PIC sha17 estabiish a meeting schedule,
but in no event shall the PIC mee~ less than two (2) t~mes
each year at a time and place selected by said Council. Special
meetings may be cal7ed pursuant to the applicable Government
Code sections. 7he Council may establ~sh certain subcommi~tees
as it deems appropriate. The Counci~ may adopt rules of
procedure for the co~duct of its business. A majority of
members constitute a quorum, provided however, that any action
taken by the Council must be done by a majority vote of all
members of the Gauncil.
D. STAFF: Unless other arrangements are made between
the Prime Sponsor,and the PIC, the Butte County ~irector of
Personnei sha1T serve as Secretary to the PIC and shall provide,
adm9nis~er and supervise the professional, technical and
clerical staff services. Staff serv~ces shall be subject to
the 7imitation of the budget appropriatian appraved by the
Board of Superv9sars.

E. VACANCiES: Vacancies on the PIC shall be filled
in accordance wi~h Butte County policy regarding appointments
to advisory committees. Any member m~ssing more than two
regu7ar consecutive meetings, without being excused by PIC,
sha17 be deemed to have voluntarily vacated that position
and procedures for filTing the vacancy will be initiated.
Vacancies in the Cha~rperson sea~ shall be fil7ed by majority
vote of the Councii.
