HomeMy WebLinkAbout80-203WH~REAS, the Forest Service completed a comprehensive study of roadless areas under their jurisdiction, called RARE II, which included consideration of extensive public comment, as well as consideration of environmental and economic factors; and WHEREAS, the RARE II results were finalized and submitted to Congress only after ele~ted officials had additional time to study and comment on them; and WIiEREAS, manq Butte County citizens are dependent on the National Forests adjacent to and within the County's boundaries for their livelihood derived from the timber, ranching, mining, and tourist industries as we11 as fox their water supplies and their recreational opportuniries; and WHEREAS, a significant portion of Butte County's budget is derived directly from receipts and taxes generated on the National Forests, and because of California State Proposition 13, the tax base Butte County is severely const~axned making it exceedingly difficult to balance the bndget resulting in increasing dependency on Na~iona~ Forest receipts; and WHEREAS, H. R. 7702, the California W~lderness Ac~, allocates far more wilderness than was recommended by the Adm~nis~~a~xon after RARE II; and WHEREAS, the Wilderness allocations in H. R. 7702 wi1L keep the Forest Service from meeting timber goals in the 1980 Resources Planning Act Program which caZls for increasing yields from Ca~i~ornia National Forests in the 1980's to meet unprecedented housing demands. RESOLUTZQN SY THE BOARD OF SUPERVISORS ON THE CALIFORNIA WIZDERNESS ACT NOW, ~kIEREFORE, BE IT RESOLVED by the Autte County Board of Supervisors that: l. This Board respectfully opposes passage of H, R. 7702 as presently writtien and respectfuily requests thar ~he bill be amended by the Senate to address local concerns. 2. This Board respectfully requests that public mee~ings and hearings be conducted in Northern California to show the boun.daries of proposed wilderness and gather public comments about the effects of their classifica~ion. 3. This Board x~espectfully requests that Senators Cranston and Haqakawa work with the Senate Co~ittee on Energy.and NaturaJ. Resources ~o assuxe that local public hearings will be held on a companion Senate bi11. 4. This Board respectful.ly requests th.e in,clusion in any legislation, of language releasing lands designated as non-wxlderness from further s~udy fo~ at least a certain time of 15 years. 5. This Boa~rd wishes to express its concern for the transfer of National k'orest Zands to the National Parks system v~rithouC apparent overriding need. 6.
