WHEREAS, the Butte County Boaxd of Supervisors }zad established the
County En[ployment and Training Advisory Council in Resolution 74-58, Resolution
74-66, Resolutzon 75-91, Resolution 77-165, and Resolution 78-6a and now wishes
to modify the provisions of Resolution 79-175, and;
WHEREAS, the Butte County Board ot Supervisors is a Pxime Sponsar for
the adminis~ration of programs under the Com~rehensive Employment and Training
Act of 1978 and;
Whereas, the Board of Supervisors finds it to be in the interest of the
people of the County to continue to sponsor a comprehensive employment and training
program to upgrade skills and employability of eligible paxticipants and to provide
training an.d public serv~.ce employment opportunitaes to the unemployed, and;
WHEREAS, the provisions of the Comprehensive Employmen~ and Training
Act pxovides ~or the estabJ.ishment of a locaJ. P]anning Cow~cil to be adv~isory to
the Boaxd of Superuisoxs.
NOW, 'I'IIEREFORE, BE IT RESOL'VEb that the Board of Supervisors hereby
establishes, ef~ective May J., 1981, the Butte Coi.mty Employment and Training
Advisory Council (CETAC) as follows:
A. PURPOSE. 'I'he purpase of the Butte County F~nployment and T'raining
AdVisory Council {CETAC) will be to submit to the Butte County Board of Supervisors
recorrunendations regarding the basic goals, program plans, policies and ~rocedures
for impl~mentation, operation and evaluation of a Comprehensive County A4anpower
Employment and Training Plan as pxovided under the federal Comprehensive Employ-
men~ and Training Act of 1978 and TitJ.e 29 of the Federal Rules and Regulations
as prescribed by the Secretary of Labor as amended. Any decisions with respect
to such recoi[mtendatzons shall be made by the Board of Supervisors as the Prime
Sponsor of the programs.
B. ORGfiNIZATION. The Butte County Employrnent and Training Advisory
Council (CETAC) shall consist of fafteen {15) voting members. The Council sha11
be appointed by and serve at the pleasure of the Butte County Board of Supervisors.
The Council shall represent a cross section of local cormnunity interests with at
least one memher from each of the following sectors: agriculture employers, private
business, client co~nunity, commun.ity based organizations, organized labor, the
local 5tate Employment Securi.ty Agency, the CoLmty Welfare Department, and local
veterans' organizations, education, handicapped persons, agricultural employees,
vocational education agencies, employees not represented by organized labor.
Additional membErs are an eZected official from Coi.mty government and the Chairperson
o~ the Butte County Private Industry Council. A chairperson who is not an eiected
official will be appointed by the Frime Sponsor.
Council members shall serve wi.thout compensation; howev~r, members may
be reimbursed for travel and other expenses consistent with County policy and as
autharized by the budget appropriation approved by the Board of Sup~rvisors.
C. MEETINGS. The Cotmty Employment and Training Advisory Council
(CETAC) shall meet at leasti five times each year ati a Yime and place selected
by said Cot.mcil. Special meetiings may be called pursuant to the applicabie
Government Code Sections. The Council may establish certain subcommittees as it
deems approprzate, The CoYmci~ may adopt rules of procedure for Yhe conduct of
zts business. A majority of inembers shall constitute a quox~u~n, provided however,
that any action taken by the Council must be done by a majority vote of ail members
of the Council.
b. STAFF. The Butte County Director of Personnel si~all serve as
Secretary to the Caunty Employment and Training Advisory Councii and shall provide,
administer and supervise the professional, technical and cierical staff services,
subject ta Yhe Iimitati.on of the budget appropriation approved by the Board of
S~zpervzsors .
E. VACANCT~S. Uacaricies on CETAC shall be filled in accordance with
Butte Cown.ty policy regarding appointments to advisory co~mnittees. Any member
missing more than thxee consecutive meetings shall be deemed to have volimtarily
vacated that position and procedures far filling the vacancy will be initiated.
