HomeMy WebLinkAbout81-082WHEREAS, mandatory planning regulations from the State of California, and more particularly from the Governor's Offic.e of Planning and Research, ("OPR"), have incxeasingly hampered individual and group property rights in utilizing thezr naturai resources; and WHEREAS, the accumulated cansequences of manipulation by planning mandates have adversely affected a wide specCrum of citizens, including the young family, the realtot/developer, the current property owner, and all other citzzens having an interest in land use and "land use" regulations; and WHEREAS, as a result of the proliferation of planning regulations u€andated by the State of Ca13.fornia, through "OPR", the planning department budget in Butte County alone has mvshroomed from $ g~~gfl$-~~ in fiscal year 1971/72 ~fl $32I,02$.00 in fiscal year 80-81; and WHEREAS, California's legi.slators have heretofore ignored the opportunity to return the control of planning and planning regulations to local Government through legislation such as AB 2206, which would have repealed existing law that requires California i cities and counties to adopt expensive, cumbersome general plans; and WHEREAS, the Board of Supervisors of the County of Butte wishes to take a strong stand in opposition to burgeoning planning regulations, particularly as~translated tk~rough the Governor's Office of Planning and Research; NOW, THEREFORE, BE IT RESOL'VBD by this Board that the Sutte ' County Board of Supervisors opposes any and al1 attempts by any agency of the State of California, and parCicularly those by "OPR", to mandate land use requirements and general plan regul.ations; and A RESOLUTION OPPOSING EXCESSIVE PLANNING MANDATES FROM THE STATE OF CALIFORNIA AND URGING THE REINTRODUCTiON OF LEGISLATION SIMILAR TO AB 2206 _ n~.'~:~a~r~'s.x:~'!~ ~,, .. _. . . • ~ . k i,n~P _Z_ .. .. a . .. . _ . ~~,s;~1~::~7~.~='~.-'z~:~t~~~'~~~E` IT FURTHER RESOLVED, that Che Butte County Board of SUpervisars strangly urges the County Supervisors Associarion a~ California to adopt a position in opposition to additional p~anning mandates, and to strongly solicit and support the reineroducti.on of legislation similar to AB 2206 at the earliest possible mowent; and BE IT FURTHER REBOLVED that the Clerk of the Board of Supervisors shall distribute copies of this Resolution to the foilowr.ng interested parties: A. This bill would establish such a uniform public hearing process. The bill would require a state agency to conduct a public hearzng, pursuant to a specified pr~cedure, xf the state agency proposes to amend a regional or Iocal element a~ a ~ particular s~ate plan, unless the state agency and ~h~ affected ~~"~ local government agree, in writing, on changes to the plan.
