A RESO~.UT~ON ESTABLTSHT,NG FEES TO BE CHARGEB BY THE
BUILDING DNiSION OF THE DEP,ARTMENT OF PUBL~.C WORKS
FOR BUILDING, PLUI~ING, I~.ECHANICAL~ ELEC~RZCAL, AND
1+SO~ILETiOME PERMITS AND PROVIDT3~1G AUTHORITY FOR REEUNT~S
WHERFAS, tihe Build3.ng Divison of the Department of Public Works is charged
wz~h the enforcement of bui3.ding codes and otihez related health and safety code
items; and
Wf~REAS, it is necessary to cha~rge ~aes ~o covex the costs to this Division's
operations; and
WI~REAS, Chapters 26, 268, 27, and 28 of the Butte County Code were amended
to provide ~or fees to be established bq Board resolntion; and
WHEREt1S, this resolution wi7.1 rep~ace Resolution No. 80-161 relating tio fees
charged by the Buildi.ag Division; and
WHEREAS, at is necessary to determine a policy regarding the refunding of
some of ehese fees,
NOW, TFig.tEFORE, BE TT RESOLVED by tihe Buete County Board of Supervisors that
the £o7.low3.ng ~ee schedule is established for the Building Division of ~Che Depa~timent
of Public Works to charge and coXJ.ect fox sexv3.ces:
1. Buflding Permit Fees

The de~ermination of valne or va~ua~ion for the purpose of establishing
fees shall be made by the Buildi.ng Afficial. This valuation shall be the
total va~ue of aXl construc~ion woxk ~or which Che pexmit is issued as we~X
as a~~ finish work, pa3nt3ng, roafing, electrical, plumbing, heating, aix
conditioning, and any other permanent work or permanent equipment.
The building permit fees €or factory-built housing and mobilehomes on
foundations shall be computed in the same manner as for regular bu~.lding
construction except that the fee shall be one-half (1/2) oE the building
pexm~.t fee determined by the ahove Cable.

A fee shall be paid for each plumbing permit at the time of filing an

5. P1an Check Fees
When a plan is required to be submiCted by subsection (b) of Section 362
of the Uniform Building Code, a plan checking fee shall be paid at the
' t~.me of su'bmitting ~he plans and speci~~.cations for checking. Plan
checlci.ng fees shaZl 'be one-hal£ (1/2) the building permi~ £ees.as set
forth in Item ~kl above wi.tih a mi,nimum plan check fee of $10.00. Plan
~ checking fees for identical buildings or structures previouslq plan
checked and approved ~or confiormance wa.th the 1979 Uniform Building
Code by the Bui7.d3.n.g Aepart~e~nt, State o~ Cali,~oxni.a, ox International
Conference o€ Suilding Officials shall be $10.00.
Where plans are incomplete or changed so as to requira additio~-al plan
checking, an additional plan check fae may be charged by ~he_Sui,ldi.ng
Official, based upoa $25,00/hr, wi.th a minimum fee of $15.00.
Plan checking fees for mobiZehome utilitfes and mobilehome installation
perm3.ts shall be $10.00.
6. .Addita.onal L~ppxoved Plans
Where an owner or contrac~ox desa.res approval of an additional..se~C of
approved building plans, the fee ~or ~h~.s service shall be $10.00.
7. Fi,ling Eees
A filing fee o£ $1o.00 sha11 be paid for each permi~ aC the ti.me of
application.

8. Transfer Fee
A trans~er fee of $10.00 shall be paid for transferriug each permit
from the original permittee to another person due to change in owner-
ship or coneractor~
9. Additional Inspectiian Fees
A. For the inspection of anq work for which no fee is herein prescribed,
for ~he ~3.me consumed, $20.00 per hour with a minimum fee of $7.50.
B. A reznspeetiion fee maq be assessed for each inspection or reinspec-
tion when such portion of work for which the inspection is calle@
is not cowglefie or when correctzons caXled ~or axe not mada. Thxs
fee.shall be for the tiiue consumed, $20.00/hr, with $7fS0 m9.s-amum
fee.
C. A pre-inspection fee may be assessed for each inspection made prior
to the issuance of a permi.t to do work, to determine if the permit
can be issued or to deternefne the extent of the work required. This
fee_sha11 be £or the ta.me consumed, $20.fl0/hr. with $7.50 mini.mum
fee.
10. ~enal~y k'ees
Wh.en work for ~Iia.ch a pexm;i.~ is required by the Butte County Code a.s
started or proceeded with prior to obtaining said permit, the permit
fees speci€ied in this resolution sha1l be tripled, but the payment
o€ such triple fee shaZ~. not relieve any persons from fully complying
with the requirements of the Butte County Code in the,execution of
the work, nox from other penalties prescxibed therein. This penal~y
provision sha17. noC apply ~n emergency work when i~ sha11 be proved
to the satisfaction of the Building Official that such work was urgently
necessary and that zt was not pract3.ca1 to obta3.n a perm3.t thezefoz
be£ore the co~enaement o~ woxk. xn a11 such cases, a permit must be
obtained as soon as zt zs pxactical to do so, and i£ there be an
unreasonable deZay in obtaining such a permi.t, a triple fee as herein
prov3.ded sha~.l be ch.arged.
11. Requested Inspection Fee
Where an owner desires an inspection of a building on which there is
not an active building permit, ~'or financ~.ng or other purposes, ~he
3.nspection fee shall be fiftiy dollars ($50.00) per buildi.ng. This fee
shall be paid prior Co Che inspection. This fee is ~o cover the cost
of inspec~ion and related administrative costs only. Any erection,
constiructiion, enl.argement, alteration~ repair, movement, 3.mprovement,
removal, conversion, or demol.ition requi.xed as a xesult of ~kxe inspec-
Cion wi1l require separate permit fees and inspecti.ons.
I2. Mobzlehomas and Moba.lel~ome Accessory Bui7.dings
~Iobil.ehome utilities and mobilehome installation permits shall expire~
by 7.i~nitation and become nu11 and void after one (1) year €rom the date
o£ i.ssuance o£ said permi.t. Before work can continue or begin, new
permits shall be obCained.
The fees for mobilehomes and mobilehome accessory buildings shall be

A. Electric permit - Flat rate of $15.00 for the mob~.lehome s~at3.ozz.

C. Mobflehome Instaliation fee of $30,00.

13. Excavat~on attd Gxadxng Eees
Excavation and grading fees shal~ be as g~escrxbed ~n Cfiapter 70 of
the Appendix of the Uniform Bailding Code as adopted by the Butte
Gounty Code.
i4. Agxicul~ural Building E~emption Pezmit
The fee fox th~s exemption permit sha11 be $25.00.

Building Division for reEunding o~ ~aes:
1. The Building Official may authorize the.refunding of any ~ee paid
: which was erroneously paid or collected.
2. The Building Official may authorize the refunding
of the permit fees paid when no work has been
done under a permit issued, or if the permit reguested is not issued.
3. The Building Official may authorize ~he refunding of pexmit ~ees and
the pZan check~ng ~ee when the application for a permit is withdrawn
or cancelled be~oze any plan checking is done.
4. The Building Official sha11 not authorize the refunding of any filing
fees, nor any plan checking fees for work plan checked. He shall
deduct all department costs prior to authorizing any re€und.
5. The Building Of£icial shall not authorize the refunfling of any fee
paid except upon written appli~tion £iled by the original permittee not
Iater ~han I80 days afeer the date of fee payment.
