Council in Resolutaon Nos. 80-7 and 80-168, and;
WHEREAS, the Butte County Board of Supervisors is the Prime Sponsor
for the administration of programs under the Comprehensive Empioyment and
Training Act of 1978, and;
41HEREAS, the Board of Supervisors finds it ~o be 9n the interest of the
people of the County of Butte to continue ~o sponsor a Comprehensive Employ-
ment and Training Program to upgrade ski77s and employabil9ty of eligible
participants and to provide training and empioyment opportunities to the
unemployed, and;
LJHEREAS, the Board of Supervisors has in the past created the County
Employment and Training Advisory Counc~l, CETAC Youth Counci1 and the
Pr~vate Industry Council in compl~ance with the provisions of the Federal
Comprehansive Employment and Trainin~ Act of 1978, and;
WHEREAS, ~he federal reguiations perm9t the County Board of SupervTSOrs,
as the Prime Sponsor, to estab7ish a combined council;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors hereby
rescinds Resolution ~os. 74-58, 74-b6, 75-91, 77-73, 77-164, 77-165, 78-60, 78-61,
79-175, 79-176, 80-7, 80-168, aba7ishing the Private Industry Council, the
County EmpToyment and Traini.ng Advisory Council and the County Employment and
Tra~ning Youth Council and establishes the Butte County Combined Employment and
Tra~ning Advisory Council (CETAC) herein referred to as the Council as foilows:

A. The purpose of the Comb~ned Council is to minimize the number
of counci7s reporting to the Board of Supervisors, ~o provide
for more comprehensive pianning of the County's Employment and
and Train~ng Program, and to increase the involvement of the
pr~vate sector in tne planning and evaluation of County Employ-
ment and Training Programs, The Council wi11 develop and submit
to the Board of Su~ervisors a program providing fpr the basic
goals, program plans and evaluation of a Comprehensive ~mploy-
ment and Training Program as provided under all titles of the
Federal Comprehensive Employment and Training Act of 1978 and
TStle 20 of the Federal Register, CE7A Rules and Regulations
as prescribed by the Secretary of Labor as amended. Any dec~s~ons
with respect to the Comprehensive Employment and Train~ng Plan
under the Act sha1T be made upon mutual agreement by the Board of
Supervisors, as the Prime Sponsor of the program, and the Council.
B. Organization: The Council shall corosist of no less tnan 21 voting
members, nor more than 27 voting members at any time. The Council
shaTl be appointed by, and serve at the pleasure of the Butte
. Coun~y Board of Supervisors. Terms of appointment shall be for
two years, provided, however, upon creation of C~TAC half of the
Council, as determined by the Board of Supervisors, sha1T be
appo9nted for a one-year term and the remaining half to be appointed
for two-year terms to provide continuity on the Council. Init~ally,
all me~bers of PIC, CETAC and CETAC Youth Council shall be members
of the combined council. The majority of the Council shall represent
a cross-section of the local private bus~ness commun~ty, including
]abvr and m~nor~ty employers. The following categories shall be
represented by one person each, and that person shall not represent
more than one of these categories: Organized Labor, Business/Industry,
State Employment Security Agency (SESA), Eligible PopuTat~on,
Veterans' Organ~zations, Handicapped Persons, Employees Not Represented
by Organized Labor, Agricu7tura1 Workers, Agrieultural Employers,
Public Assistance Agencies, Community Based Organizations, Vocational
Education Agencies, and Other Educational or Training Institut~ons.
The following categories shall also have representation provided,
however, that a person represent~ng one ~o~ the following groups may
represent more than one category: Eligib7e Population-Youth (2),
Governmental Organizations Serving Youth, Nongovernmenta1 Organizatians

Serving Youth, the Prime Sponsor, the Apprenticeship Community,
Post-Secondary Education, Local Uocationai Education Advisory
Council, Local Educational Agency, Loca1 Economic Development
Organizations. The Council shatl serve wibhout compensation;
however, members may be reimbursed for travel or other expenses
consistent with eounty policy and as authorfzed by budget appropri-
ations approved by the Board of Supervisors.
C. Uacancies: Uacancies on the Council sha71 6e fi1led in accordance
with Bu~~e County policy regarding appointments to advisory committees.
Any member missing two regularly scheduled meetings in a~y program
year, without an excuse by the Council being shown in the minutes,
shal~ be deemed to have voluntarily vacated that pos~t9on and procedures
for filling the vacancy wi11 be initiated.
D. Officers: The Council shall annual7y, in the month of January,
elect from their membership exc1uding members of the Board of
Supervisors or any p~blic emp7oyee representa~9ve, the following
officers" chairperson and v~ce chairperson. Officers selected
shall serve for a one-year term. Vacancies wh~ch occur may be
fi1Ted by the Counci] in a manner ~n which the original election
was made.
E. Meetings: The Comb~ned Employment and Training Advisory Council
(CETAC) shall meet at ieast five times a year at a time and place
selected by sa~d Council. Special meetings may be called pursuant
to applicab7e Government Code sections. The Counc~l may establish
certain committees as it deems appropriate. The Council may adopt
rules of procedure for the conduct of business. The required quorum
for the Councii to conduct business shall consist of eleven members
present at ar~y meet~ng wh~ch was preannounced and a~l members were
notified in writ~ng of such meeting not less than ~hree days in
advance. Ar~y action taken by the Council must be done by majority
vote of those ~embers in attendance at the meeting. Written minutes
sha71 be maintained af a71 meetings and shall be a matter of public
record.
F. Staff: Unless other arrangements are made between the Prime Sponsor
and the Council, the Butte County Director of Personnel shall serve
as the Secretary to the Counci7 and shall provide, administer and
supervise the professional, technica7 and c]erical staff services.
