1982, relative to the Seate budget; and
WHER~AS, increasing discretionary revenues does not demand an
overall increase in stake funds to counties; and
WHEREAS, the ~unding of state p~ograms administered by counties
must be offset by equivalent adjustments upward of discretionary
revenues; and
WHEREAS, the County Supervisors Association of California has
urged the Legislature to ~uarantee at least a five percent increase in
discretionary revenues foz 1982-83;
NOW, THEREPORE, BE IT RESOLVED that this Board supports and
endorses CSAC`S Five Percent 5olution.

AYES: Supervisors Bolan, Fulton, Moseley, Saraceni and Chairman Wheeler
