INDIGENT ADULTS {MIA'S) TO THE COUNTIES (AB 3480)
IdHEREAS, the Legislature of the State of California is proposing
legislation Hrhich will transfer responsibility for the medical care of
Medical~y Indigent Adults to the counties; and
4lHERE~iS, the Legislature is proposing to provide state funds for
the care of these persons at oniy I2 to 34% of the current expenditures; and
Ir1HEREAS, the County of Butte estimates an increase in county costs
of between $1,085,7D0 to $1,447,600 should the above transfer and proposed
level of Funding occur; and
WHEREAS, the County of Butte is already facing severe budget
deficits for the coming fiscal year without the added expense of such a
program transfer;
BE IT RESOLVED by th.e Board of Supervisors of the County of Butte
tha~ the Legislature of the State of California 6e requested to assume the
responsibility of the office they hold and placed on them by the people of
this state; to wit:
7.. 'C'hat the Legislature accept rasponsibility for continued
full state funding of this program if it is the desire of
the people of this state that this program continue to
provide the same level of service either through a s.hift
of funds from other less desirable programs or through an
increase in state taxes; or
2. That the Legislature adopt 7egislation that will allaw
reduced levels of service if full funding ~For this
program cannot be prov~ded by the state,
BE TT FURTFlER RE50LVED THAT, failing the a6ove assumption of
responsibility by the Legislature of the State of California that this
Board pursue every legal avenue to require the state to assume its
responsibilities; and
BE IT FURTHER RESOLUED that a certified copy of this resolution be
sent to the Honorable Edmund G. Brown, Jr., Governor of the State of
Californ~a, Senator Ray Johnsan, Assemblyman Stan Statham, and each of
the other-57 California counties.
