to necessary t~me off with pay for th~ purpose o~F tak~ng
qua1ifying or promotiona~ examinatfons conducted by
the Personne7 Director. Satisfactory per~Formance for

an e7igibility list for pramotion.
A regular empiayee may request a voluntary demv~ion to
any vacant position within ~he county meri~ syster~
for which the employee meets the min~mum qua7if~ca~~ons
as determined by ~he Personne7 Director. Upon approval
ot the appoin~ing au~harity a vo7un~ary demotion reques~
may be authorized.
The Persannel Director sha11 ~stab~ish forms and pracedures

requirement is made of an employee, ~ees for the

by this sec~ion or medical reports from the
employee's physic~an and other pert~nent i~formation,

another class of positian of less capacity,

j. Exempt Emplayees

Except as prav~d~d, an incumbent in a position
def~ned as management, confidential or
supervisory or appointed ~epar~men~ head,
sha77 receive administrative leave in iieu
of paid overtime. Administrative leave in
7~eu of paid overtime shal~ be accumu1ated
at a rate of 0.1538 days for each b~~weekly
period o~ compensated service. Adm~nistrative
7eave may be accumulated ~o a max~mum of {40}
forty days. Employees who term~nate from
the county in good standing sha77 be compensated
far any adm~nistrat~ve leave accrued under
this section, up to the max~~um accrued amount.
Incumbents in positions defined as management,
conf~dent~al or supervisory, who prior to
December 24, 7977 were e7igib7e for ~he paid
over~ime provisions ofi these ru7es, sha~l
continue ~o be e7igib1e ta receive aver~~me
pay or compe~satory time. Such incumben~
may, through written mutual agreement w~th
the appointing authority conver~ from the
overt~me provisi~ns af these rules to the in-lieu
administrative 1eave provisions. Once such
agreemen~ is reached, ~t sha~~ not be reversib1e
for the position. Whenever a man~g~ment,
confidential or supervisory position for which
the com~ensa~ed overti~e provisions app1y
becomes vacant, the pos~tian sha11 be identified

Whenever a new management, confid~ntia1 or

Each reguZar employee ~n the classi~ied service and

vacation. Regu7ar ~mp~oyees with less than (5} five
years o~ cont~nuous service shali b~ enti~ied to earn
up to (ia) ten days vacation per year at a rate of 0.3846
days per com~leted unit of serv~ce or prorata portion.
Reguiar em~7ayees wha have completed {5) five years o~
continuo~s serv~ce sha73 be entitled ta earn up ~o ~75)
~ifteen days vacation per year at a ra~e o~ 0.5769 days
per comple~ed unit of service or prara~a portion.
Regular employees who have c~~pleted {15) fffteen years
of continuous service shall be entitled to earn up to
(20) twenty days vacation per year at a rate of 0.7fi92 days
per completed units o~ service or prorata por~ion.
An ~mp7oyee who has ~ess than (6} six months of uninterrupted
service sha71 not be entitled to a vaca~ion or to vaca~ion
pay upon separat~on from ~he c7assified service.
~xtra help emplayees shal7 not earn vacatian.
Earned vacatian sha11 be credi~ed bi-weekly. An employee
with less than (5) five years con~inuous service sha11 on
the first of the b~-weekly pay period on or immediateiy
following December 3Ts~ each year have on accrua1 no
more ~ha~ (20} twen~y vacation days. Empioyees w~th
more than (5) five years continuous s~rvice shall on
the fiirs~ of ~he bi-weekly pay per7od on or immediate7y
foliaw~ng December 3ist each year have on accrua7 no
~are than {3Q) t~irty vacat~on days. Emp7oyees with
more ~han (15) ~7f~een years of continuaus servic~
sha~l on the first of the bi-weekly pay per~ad on or

arranged with t~me preference given to emp1oyees on ~he
bas~s af seniority.
W~e~ an employee is unable to ~ake scheduled vacation during
a ca~endar year due to unusuaT and ext~nua~ing depar~mental
needs wh~ch result fn ~he emp~ayee's annual vacation
accrua7 to exceed the maximum limits author~zed, ~he
department head sha11 advise the Audi~or ~hat ~he empioyee
wi71 exceed the annual vacation accrua~ 7~m~~s and
shall schedule the excess accrual vacation days to be
~aken off between the period of January 7 and March 31
of ~he new caTendar year. Should the emplayee voluntari1y
choose not to take t~e sc~eduled vaca~ion during the
ex~ension period, the excess accr~al days shall be
~orfe~ted. Should a department head, as a resu1~ of
emergency needs of the county, be unable to schedule
the excess accrual vaca~ion days o~f during th~ extens~on
period, th~ employee shai1 be paid far the excess accrua~
nf ~acation davs follawinq the e~d of the extensian period.
