TO VARIOUS COUN7Y BOARD AND COMh~ISSION MEMBERS
4JHEREAS, the Board of Supervisors finds that it is in the interes~
of the County of Butte to reimburse members of variaus appointed boards
and commissions of the County of Butte for actual mileage and expenses
incurred in the performance of their county duties; and,
WHEREA5, ~he County Personnel Resol~tion #76-136A has been amended
to remove from the employee travel and expense rules, reference to
members of boards and commissions;
NOW, THEREFORE, BE IT RESOLVED, that the 8oard of Supervisors of
the County of Butte establish the following policy for reimbursement of
county business-related travel and expenses incurred by members of the
county's var~ous appointed boards and commiss~ons:
1. Budget Authority. A member of any county board or commission
which has a budget authoriza~ion approved by the Board of Supervisors
for travel and expenses shall be eligible to be reimbursed by the
county for the actual cost of such travel or expenses related
to the performance of their appointed duties.
2. Travel and Expenses.
a. l~uthority for Trave~. Within the limitations of the budget
appropriation approved by the Board of 5upervisors, members of
any board or commission appointed by ~he Board of Supervisors
may travel within the county for the transaction of county business.
b. insurance. Each person appointed to a county board or
commission who uses a private3y~owned vehicle on county business
shall file an affidavit certifying that there is liability
insurance in effect in the sum of not 3ess than ($15,Q00) fifteen-
thousand dollars for bodily injury to one person, and ($30,QOQ)
thir~y-thousand dollars for bodily injury to two or more persons,
and (~5,Q04) five-thousand dollars for property damaqe. Such
affidavits are to be submitted to the County Auditor prior to
any travel authoriza~ion or reimbursement.
c. Expenses Within the County. Subject to budgetary apprapriation
by the Board of Supervisors and the ru7es and procedures of an
individual board or commission, a comm~ssion member shall be
reimbursed for expenses within the county incurred while
carrying out the duties of their appflintment. Such member
may be reimbursed for meal expenses when attending a breakfast,
lunch or dinner meeting within the county where the member
is representing the county and participating in the meeting
or where it is important to the county's benefit that the member
a~tend.
d. Expenses Outside the County. Subject to budget limitatians
set by the Board of Supervisors, and w9th prior approval af the
Board of Supervisors, members of any county board or commission ,
may be authorized to travel outside the county on county business
and shall be allowed actual and necessary expenses such as
park~ng, teTephone calls made to transact county business, and
convent~on fees. Receipts for 7odging and other expenses where
a receipt is available shall be attached to the claim for
reimb~rsement and submitted through the appropriate responsible
department head to the County Auditor.
e. Expenses for Mileage. Subject to the ~udget appronriatian
approved by the Board of Supervisors, an appointed board or
commission member who has fiied t~e necessary insurance verification
with the County Auditor sha17 be reimbursed for the use of a
prfvately-owned vehicle for county bus3ness at the rate of 25~
for each mile driven on county business.
3. Method of Payment. Authorized board or commission members who
have incurred travel and expenses pursuant to this resolution shall
be reimbursed by the County Auditor upon the apnroval of the responsib1e
department head. Board and commission members sha17 submit to the
department head a signed claim for expenses supported by receipts,
when avai1able, and a detail of travel expenses indicating the date,
purpose, distance and ~ravel locations.
The County Auditor shall process such claims in ~he normal manner
of other sim97ar claims submitted to the county.
