government must function today are periTous and difficult; and
WHEREAS, the issue no~v is v~hether the caunties and other local a,gencies
of.this land, great and sma1T, sha11 have the means to survive -- in the
interest of their own people> and in the interest of their states and the
nation at large; and
WNEREAS, American government is today faced with a severe fiscal squeeze
that begins at the federal levei and proceeds straight to the smallest counties
and townships; and
WHEREAS, the era of unl9mited federal aid and government services to
address society's ills wiil inevitably come to an end against the backdrop of
ferocious and uncontrollable fiscal pressures of entitlement programs and federal
pensions, massive defense buildup, deep tax cu~s, and fast-mounting interest
charges on the national debt; and
WHEREAS, the S~ate of California and her local agencies, lacking the
financial cushion to fill the gaps teft by withdrawn federal aid, must 9nnovate
new and resourceful approaches to the problems of everyday life ~n our
neighborhoods, counties and communities; and
WH~REAS, counties and other local agencies must now step beyond past
expectations of local governme~t -- as a service caretaker for roads, fire
protection, jaiis, code enforcement -- to become new entrepeneurial entities
working with business, other governments, and neighborhoods to plan for and
safeguard the well-bei~g of our citizens; and
WHEREAS, if federal and state governments are unable or unwilling to aid
their countfes and cities with cash, then they must grant us freedom, legal and
financial, to plot our own survival unmanac7ed by their mandates.
~~n RESOLUTTON IN 5~PPORT OF PROJECT INDEPENDENCE:
A PRO~OSAL TO STRENGTHEN LOCAL GQVERNMENT IN CALIFORNIA

NOW, THER~FORE, BE TT RESOLVED that the County of Butte does this day
declare its support for PROJECT INDEPENbENCE: A Proposal to Strengthen Local
Government in California; and hereby caTl for a fundamental guarantee of the
following rights and liberties:
First, that local governments shall be guaranteed a stable source of
revenue along with the flexibility, upon voter approval, to increase or decrease
revenues to meet local needs;
Second, that Califarnia counties sha11 have authority, under du7y
adopted local charters, to manage our administrative and fisca1 affairs in the
most effective and efficient manner posstble, notwithstanding the edicts of
state and federal bureaucrats and regulators;
Third, ti~at the Legisla'~ure and the Congress shaTl stop imposing, and
start repeal~ng, burdensome spending and program mandates on local governments;
and
Fourth, that counties shall aggressively pursue new fu1T-fledged
partnerships with business, other governments and neighborhoods to assure that
essential services are available to Californians at the Teast possible cost.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 1ST
