HomeMy WebLinkAbout83-020WHEREAS, the federal government has enacted Public Law °7-300 effective October 13, 1982 entitled the Jobs Training Partnership Act (JTPA); AND, WHEREAS, JTPA es~ablfshes a federal jobs training program to be coordinated through the states w7th planroing and administration developed through concurrence with ~ocal government and private business; A~R, WHEREAS, counties or consortia of counties representing a substantial labor market area with a population of 200,000 or more are to be designated as a Service Delivery Area (SDA} and count~es or consortia of counties representing a substantial labor market area of less than 200,000 may be designated by the Governor as an SDA; A~Q, WHEREAS, the Butte County Board of Supervisors desires the County of Butte with a population of 151,000 to be designated as an SDA. NOW, THEREFORE, BE IT RESOLVED the Board of Supervisors of the County of Butte requests the Governor of the State of California to designate Butte County as an SDA under the provisions of state and federa7 law. Justification for this request is based upon Butte County's past demonstrated effectiveness in the administration of a number of employment and training programs including Pubiic Employment Program (PEP), Operation Mainstream (flP~), Neighborhood Youth Corps (~YC), and as Prime Sponsor of the Comprehensive Employment and Training Act Programs (CETA). Butte County represen~s a substant~al labor market and is designated as a Standard Metropolitan Sta~istScal Area (SMSA). The county has under the CETA Program established c7ose working relationships with the private sector and, through demonstrated programs, deve7oped a high level of public acceptance and job ptacement with the private business community. The Butte County Board of Supervisors recognizes the Governor may, in order to insure administrative ef~iciencies and program effectiveness, need ~o expand the SDA to inc7ude cont~guous counties. Therefore, Butte Coun~y remains open to negotiations with neighboring caunties to insure a comprehensive area plan, performance based programs and an effic9ent centralized administration.
