WHEP.EAS, the public has an obligation to recognize the plight of
crime victims and witnesses; and
WHEREAS, it is the duty of ail citizens and institutions to maintain
a:n effect~ve'crimina7 just9ce system; and
WHEREAS, better reporting of crime and greater willingness of
individuals to testify are essential to the control of crime and the ~mprovement
of justice; a'nd
WHEREAS, creating better publ9c understanding of the criminal justice
system and the rights of crime victims and witnesses will he~p enhance the
fair and effective administration of justice.
NOW, THERE~ORE, BE IT RESOLVED by the Butte County Board of Supervisors
that the Coun,ty takes this oppor~unity to officiatly acknowledge April 17-23,
1983, as "Victtims Rights Week."
