would mandate bind9ng interest arbitration in matters of dispute between
local gqvernment and unions representing peace officers;
AND, WHEREAS, 7oca3 government employees through their organizations
currently negotiate with governmenta7 agencies to determine sa1aries,
benefits and other terms of condit~ons;
ANq, WHEREAS, the state law, Meyers-Milias-Brown Act (MMB) requires
local agenci~s to meet and confer in good fa9th with recognized employee
organizations in an endeavor to reach agreements upon matters within
the scope of bargaining;
AND, WHEREAS, ~ocal governments have successfully negotiated
with organizations representtng peace officers and agreements without
serious'impasse problems have been reached.
NOW, THER~~OR~, BE IT RESOLUED, that the Butte County Board of
Supervisors is opposed to binding interest arbT~ration for public
employees because it will remove governmental fiscal responsibilities
from the elected officials and places it with an appoin~ed arbitrator
and wiii erode the good faith process now existing between government
and emp~oyee groups.
NOW, THEREFORE, 8E IT FURTHER RESOLVED, that the Board of Supervisors
requests the state legislators and the Governor to resist efforts to
mandate'interest arbitration of impasses between local government and
public employee representatives including peace officers.
PASSED AND ADOPTED by the Butte County Board of Superv~sors this
