NOW, THEREFORE, BE IT RESOLVED that Resolution No. 83-121 be amended to read as follows: PURPOSE: The purpose of the Private Industry Council (PIC) is to provide through private business representa~ives in partnership with the county policy guidance and oversight with respect to the activities authorized under the pct. AUTHORITY: The Private Industry Council, with concurrence and agreement of the Board of Supervisors, shall deveZop a jobs training plan; select the administer~ng entity; and provide oversigh~ of programs under the jobs training plan as specified under applicable la~. ORGANIZATIO~: The Private Industry Counci~ shall consist of t~enty-three (23) members to be appointed by the Board of Supervisors. Nomination from organizations representing general business groups (i.e., Chambers of Commerce, merchants associations, farm bureaus,~etc.} shall be coordinated to assure a single slate of nominees representative of priva~e business. Other nominations shall be made by organizations representing education, organized labor and other groups representing the speclfic category of nomina~ion. The members shal] consist of the following seats: 12 private businesses (including agriculture); one organ3zed labor; two education; two community based organizations; one economic developmen~ agency; one rehabilitation agency; one employment services agency; one we7fare administrator; one representa- tive of a child care resouree and referra1 agency; and one public assistance recip~ent who is currently enrolled in, or has recently completed training in, a publicly funded employment and training program. RESOLUTION AP~ENDING TNE COMPOSITION OF THE PRTVATE TNDUSTRY COUNCIL -2- - Initially, the Private Industry Council shall be appointed to staggered terms as follows: one year terms for five private businesses, ane education, and one rehabilitation agency; two year terms for four private businesses, one weZfare administrator, one community based organization, one child care resaurce and referral agency, and one emp3oyment services agency; three year terms for three private businesses, one organized labor, one education, one ec~nomic development agency, one cammunity based organiza~ion, and one public assistance recipient. Successive appointments to the PIC shall be for three-year terms. PIC members may be removed for cause upon recommendation by the PIC and concurrence by ~he Board of Superv~sors. Vacancies on the PIC shal~ be filled ~n the same manner as original appointments. QUALIFICATIONS: Each Private Industry Council member sha~l meet the fol~owing ~ualificat~ons for the representative groups: Private Business. Representatives of the private sector who sha~l constitute a majority of the membersh~p shall be owners of business concerns, chief executives or chief operating officers of non-governmental employers or o~her private sector executives who have substantial management or po7icy responsibi~ity. Organized Labor. Sha17 be a representative of a local labar aranization(s) or appropriate 6uilding trades councils. Education. Shall be a representative of a local public or private educational agency, ~nstitution, or genera7 educational organization. Commun~ty Based Organization. Shall be a representative of a community based organization (including ~hose serving minority populations). Economic ~evelopment. Sha71 be represented by a member of a 7ocal economic development agency. Rehabilitation Agency. Shall be a representative of a rehabi1itation agency(s) serving Butte Countiy. Employment Services. ShaZT be represented by a manager or principal officer of the 5tate Department of Employment Development. Welfare Admin~strator. Shall be represented by an employee of the Butte County Weifare Department who has substantial managerial and policy respor~sibility. Child Care Resources. Shall be represented by a member of a child care resource or referral agency serving Butte County. -3- Public Assistance Reci ient. Shall be represented by a public assistance recipient currently enrol~ed in, or recently completed training in, a publicly funded employment and training progra~. OFFICERS: The Private Industry Council shall establish its ow~ rules and regulations for the election of officers. There shall be a Chair and Vice-C~air elected annually from the private business sector represen~atives. MEETINGS: The Private Industry Council shall meet regularly. Meetings shal~ be public and minutes shall be maintained of ail meetings. CONCURRENT AUTHORTTY: The Private Tndustry Council and the Baard of Supervisors shall have concurrent author9ty on all matters regarding ~he training plan and selection of the admin~stering entity and grant recipients. Communications between the PIC and the Board of Supervisors shall be through the respective Chair and copies of all PIC minutes are to be forwarded to the Board of Supervisors.
